Panguitch City Landfill Expansion on BLM Lands
1. Introduction
Panguitch City is requesting proposals from qualified environmental consulting firms to provide National Environmental Policy Act (NEPA) compliance services for a proposed expansion of the Panguitch City Municipal Solid Waste Landfill. The expansion area is located on lands administered by the Bureau of Land Management (BLM) and will require federal authorization and environmental review.
The selected consultant will be responsible for preparing all required environmental documentation, technical studies, and supporting materials necessary to obtain federal approval of the proposed action.
2. Project Background
Panguitch City operates a municipal solid waste landfill that requires expansion to meet future capacity needs. The proposed expansion is located on BLM-administered lands, triggering compliance with NEPA and other applicable federal environmental and cultural resource regulations.
The City has identified a limited number of project alternatives focused on expanding the landfill footprint to either side of the existing facility. A no-action alternative will also be evaluated. The selected consultant will analyze these defined alternatives and complete the necessary NEPA documentation in coordination with the BLM.
3. Scope of Work
The consultant shall provide all professional services necessary to support NEPA compliance for the landfill expansion project. At a minimum, the scope of work shall include the following:
-Coordinate with Panguitch City and the Bureau of Land Management to confirm the appropriate level of NEPA documentation and overall project approach.
-Review and analyze the project alternatives identified by Panguitch City, including expansion to either side of the existing landfill and a no-action alternative.
-Prepare the required NEPA documentation, anticipated to be an Environmental Assessment (EA), or other documentation as determined by the BLM.
-Conduct or subcontract required environmental resource surveys and technical studies necessary to support the NEPA analysis. These may include, but are not limited to, biological resources, wildlife habitat, soils, air quality, water resources, visual resources, and other relevant resource areas identified through agency coordination.
-Conduct or subcontract required cultural resource investigations in compliance with Section 106 of the National Historic Preservation Act, including cultural resource inventories, reporting, and agency consultation.
-Prepare all technical reports, figures, maps, and supporting documentation required for federal review.
-Coordinate with federal agencies and assist with public involvement activities and responses to comments, as required under NEPA and BLM procedures.
-Support Panguitch City throughout the federal review process and assist through issuance of a final decision document.
4. Deliverables
Deliverables shall include, but are not limited to:
-Draft and final NEPA documents
-Environmental and technical study reports
-Cultural resource survey reports
-Maps, figures, and GIS data
-Supporting documentation required by the BLM for project approval
All deliverables shall be provided electronically. Hard copies may be requested by Panguitch City as needed.
5. Consultant Qualifications
Consultants submitting proposals must demonstrate:
-Experience completing NEPA compliance for municipal or local government projects on BLM-administered lands.
-Experience coordinating with the Bureau of Land Management to obtain federal approvals for infrastructure or public works projects.
-The ability to meet applicable federal qualifications for environmental and cultural resource survey work, either directly or through qualified subcontractors.
Direct landfill-specific experience is preferred but not required.
6. Proposal Requirements
Proposals shall include the following information:
1.A brief firm overview and description of relevant experience.
2.A description of the firm's understanding of the project and proposed approach.
3.A summary of key personnel and their qualifications.
4.A proposed schedule for completing the work.
5.A cost proposal with a breakdown of tasks and associated fees.
6.Identification of any subcontractors and a description of their roles.
7. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
-Qualifications and relevant experience
-Experience with BLM-coordinated NEPA projects
-Understanding of the project and proposed approach
-Proposed schedule
-Cost and overall value
Panguitch City reserves the right to negotiate scope and fees with the selected consultant.
8. Key Dates
-RFP Issued: February 11, 2026
-Proposals Due: March 9, 2026
-Anticipated Award Date: March 10, 2026
9. Submission Information
Proposals must be submitted to Panguitch City by the deadline specified in the official solicitation notice. Late submissions may not be considered.
Panguitch City reserves the right to reject any or all proposals and to waive any informalities in the proposal process.
