Minutes of Panguitch City Library Board Meeting
November 10, 2025 at 6:00 PM
The Panguitch City Library Board meeting was held at the Panguitch City Library at 25 South 200 East in Panguitch, Utah.
Those in attendance were Shannon Fawson, Jon Torgerson, Tracy Wright, Les Gripkey, Julie Bishop*, Clay Meldrum*, Joanne Savage, Donna Osborn, Mary Tebbs, Lucy Sarles, Verlaine Spencer, Lyle Talbot

Meeting called to order by Shannon Fawson at 6:03 PM
Approval of the Agenda

Approval of the Minutes for August 21,2025 Board meeting
Jon Torgerson and Tracy Wright pointed out three typos in the minutes from the 08/21/25 Board meeting. Joanne Savage or Shannon Fawson will see that those typos are edited.

Library Board Business
Tracy Wright reported on the status of the budget. She stated that the money spent this year did not exceed the budget.

Panguitch City Library Bylaws-Update
The Library Board members stated that the Panguitch City Library By-Laws update has been tabled until another time.
Library Business
Lucy Sarles stated that Panguitch City Library was awarded another grant - Children and Teen Physical Enhancement. The amount was $2500 with the stipulation that the money must be spent on actual books.
Lucy Sarles stated that she would need to apply for the C.L.E.F. grant. In the past, it has been automatically awarded but now requires an application to be entered.
The shelving system that was acquired is still a work in progress. No assembly instructions were included. Julie Bishop stated that she has a video of the assembly/disassembly process.
Verlaine Spencer reported that she attended a Summer 2026 Reading Conference.
Librarian Reports
Lucy is currently working on the required library reports. She expects that they will be completed sometime in the coming week.
Policies
The Library Board agreed that the current 3/5 Year Plan needs to be reviewed with Jon Torgerson mentioning that new Board members would benefit from the review.
Lucy Sarles mentioned a survey that needed to be completed by the end of November.
Jon Torgerson suggested that a review of the 3/5 Year Plan be an agenda item.
Clay Meldrum and Julie Bishop asked to be present for the review to help them align the goals of The Friends of the Library with the Panguitch City Library goals/policies.
Friends of the Library
Clay Meldrum, Friends of the Library President and Julie Bishop, Friends of the Library Secretary presented an Annual Impact Report for 2024 and 2025 which included a message from the President, Financial Summary and Future goals.
Lucy Sarles asked the Friends of the Library to investigate replacing the current exterior book drop box.
Julie Bishop asked for suggestions for new goals for Friends of the Library.
Bookmobile Business
Kathy Peterson's position will not be filled. Jakob Thygerson is doing all the inter-library loans.

The Board unanimously agreed to next meet on February 9, 2026, and Les Gripkey made the motion to adjourn at 6:25 PM.
