Town Council Meeting Minutes
December 3, 2025

Present:Troy Campbell, Gene Gestring, Doug Nowell, Jared Campbell, Zac Kearney, Sue Gestring, Nikole Campbell, Haley Obray, Steve Healey, Toni Healey

Approval of Minutes: Minutes were read, Doug motioned to approve minutes as read. Troy 2nd the motion. All were in favor.
1. Mayor Updates
Mayor Campbell has been working / talking with Randy Obray about possibly purchasing the parcel of land # 5-49-5 by the Cemetery that is owned by the UDOT. Randy has been able to talk to some UDOT individuals who are over that piece of land. Purchasing the land in the near future looks like a good possibility.
Mayor Campbell and Randy Obray also discussed an individual who is interested in purchasing the Gilbert asphalt pile property (south of Dale Uden's personal residence) They asked Randy about running a water line to it.The mayor said the Town does not have much interest in running the towns water line out that far but it could be project that gets brought up in the future. He will update the council on any new plans. Doug Nowell said it would be closer for the Sevier water company to run a water line. The Mayor believes the water line for the Sevier Water company runs on the South side of the road and would require boring under the highway.
Troy stated that Kelly with Ensign engineering estimated awhile back that the town has approximately 23 water connections remaining before reaching system capacity. Since then, about 5 new meters have been added.
Doug was wondering if water has been shut-off at Ken Alders house since no one lives there. Ken Alder's son actually shut it off without the town's knowledge but still pays a water bill because they want to be able to access water when they come down. The mayor wondered about other houses around town that needed water shutoff since temperatures are dipping in the single digits. Steve said all was good.
Steve was informed of a water leak in front of Steve Dudley's house near the bike path. Fixing it may require digging through the bike path.The Mayor instructed Steve to contact the county before digging.
The mayor has not had a chance to contact Trevor Peterson about being a code enforcer for the town. He will contact him soon. The Mayor has been keeping an eye on Howard Hatch's place. It is not getting any better. The mayor said no vehicles have moved and that he sees no movement over there. Doug said he believes Howard is not currently living there, only his kids. The mayor is hoping Trevor can help with this situation.
2. Misc
Haley and Nikole have been trying to improve the Town's Christmas decorations for the Town's light poles. They have been working with Rocky Mountain Power for a while to be able to get power to the light poles so the town can purchase light up Christmas decorations. Rocky Mountain Power said power to the light poles is no longer an option so a different route needs to be taken. Haley and Nikole want to wrap the town's old decorations with solar lights and see if that will work. Steve said he will be happy to take one down for them to try. The mayor and council said the solar lights sounded like a good idea.
3. Planning & Zoning
The Mayor proposed streamlining the building permit approval process. He said under Utah state law, once standards are set, a vote is not required for compliant permits. He suggested working with the planning commission to designate a Building Coordinator. Someone from the Planning Commission who can review and approve compliant permits during the week or whenever needed, not just once a month at pc meetings. He feels it will take some of the pressure from the PC as well. Doug's concern is making sure that everything is correct and nothing is missed but he said expedited approvals would be nice.
Mention was made about moving forward on the memorial garden at the cemetery where people are able to place markers for their loved ones who are not actually buried in the cemetery.
