Amalga Planning and Zoning Minutes February 4, 2026 7:00 PM 6590 N 2400 W Amalga, Utah 1. Roll Call Visitors: Carolyn Larsen, Cathy Erickson, Charlie Erickson, Jake Erickson, Mayor Dave Wood, Rayslyn Larsen, Town Board Commission Members: Kelly Noble, Acting Chair, Aaron Wood, LeAnn Campbell, Dave Lee, Secretary. 2. Minutes of January 7, 2026. Motion to Approve-Kelly Noble Second-LeAnn Campbell Motion Carried 3. Discussion with Charlie Erickson on property at approximately 2900 W Hwy 218, Parcel ID. 13-040-0002. Charlie passed out a map of his proposal for this property. This property was rezoned from Res-Ag and Ag to The Light Industrial Zone. Public hearing on this was held January 2, 2025. P&Z voted to recommend the rezone to the Town Board where it was approved. The proposal involves construction of a gas station. Charlie said he had approached several oil companies about this, and Sinclair Oil presented him with the best option. The property is the last sliver of land that is in Amalga. The total piece of property is 9 acres, the station would occupy about 5 acres, and the lumber storage that he had proposed earlier would be behind, to the south of the station. The forty acres to the west of this piece have been put under contract for a business park in the county. Gas tanks on this piece would be above ground. Operations would be 24/7 as of now. UDOT would require a turnout lane. His son, Jake, and Ed Dursteler would be the contractors. There are some items in the town's Light Industrial Zone which might not be compatible with this project. They might consider defaulting to the county zoning requirements. They might already have a code that would fit with this sort of thing. If this worked, it would save the city the expense of having to create code from the ground up. This meeting with Charlie is for discussion only. There was nothing on the agenda that would allow for a vote on anything tonight. Property has over 200 feet of frontage. There is a road that would allow them to access the area behind the lumber yard. This would only be for storage; equipment, lumber, etc. About 15 employees. Sales tax of approximately $30-$40 thousand a year. 7% sales tax with 1% retained by the community. An option would have red diesel for farming. Best offer is from Sinclair. They would take care of all signage, fund updates, etc. The layout is flexible. Health department issues could change some of items on the initial plan. Dedicated turn lanes. UDOT will be heavily involved. Third paragraph of 7.4 talks about 'danger of explosion'. This may require rewriting the code, or a conditional use permit. Charlie said this is not a bad thing to have in the code, but they would have to work around this somehow. They would be responsible for getting the water from 2700 W to the site. Signage would have to be looked at. Section 3.24 of the Code addresses this issue. Items not addressed specifically by the code could be handled as Conditional Use Permitted. Using county or other communities' paperwork could possibly save having to come up with something brand new for every item. Other places have already addressed many of these items and have the paperwork already for us to use. It was suggested to write a conditional use specifically to cover gas stations. A two-story building is planned. Cannot be over 30 feet tall. 7.4.12 provides an issue for Conditional Use. Noise could be an issue. I was suggested that maybe Smithfield already has something written that we could use or work off from. The Sinclair in Smithfield is in the middle of a residential area. The lumber area behind the station could act as a noise buffer. Engine brake signs are a possible option. Trees also. Tobacco and beer sales are regulated by the city. It affects licensing and age of employees. Video cameras would be installed. The sale of the established property was discussed. Gas tanks would be above ground. Septic tank may have to be above ground also. They would like to be open in a year. A copy of the plan will be sent to the secretary, and placed on the Amalga Town Website for viewing.
