Notice of Meeting of the Planning Commission
of the City of Richfield

PUBLIC NOTICE IS HEREBY GIVEN that the Planning Commission of Richfield City, Sevier County, Utah, will hold a meeting on Wednesday, February 4, 2026, at the Richfield City Center, Richfield, Utah, commencing at 6:00 p.m.
The agenda for the meeting is as follows: (NOTE: The agenda may be accelerated or the line items may be discussed in any order.)
1. Roll Call
2. Public Hearings -
a. Development agreement for Pioneer Lane Development at approximately 205 West 800 South (Parcel 1-8A-5)
b. Development agreement for Daniel Kennedy Red Roof Development campground at approximately 600 N and 100 E (Parcel 1-8-97)
c. Public hearing on amendment to Sections 17.14.300 and 17.30.020 (Table 31-2) of the Richfield City Code to define where accessory storage (portable storage containers) are allowed within the City.
3. Administrative actions
a. Recommend approval of Development agreement for Pioneer Lane Development.
b. Recommend approval of development agreement for Daniel Kennedy/Red Roof Development for a campground at approximately 600 N and 100 E.
c. Recommend approval of amendment to Sections 17.14.300 and 17.30.020 (Table 31-2) of the Richfield City Code to define where accessory storage (portable storage containers) are allowed within the City.
d. Approve the reconstruction of a building a 237 South Main for to be used as a receiving center for the Central Utah Counseling Center (a C-1 Use in the Downtown zone).
e. Keldon Anderson to request a conditional use for a short-term rental at 677 West 300 North a C-1 use in an R1-10 zone. (14 of 45 allowed in Zone 1).
f. Kelly Magleby to discuss proposed garage facility at approximately 100 South and 100 West (Parcel 1-22-21).

a. Approve the minutes of the Jan. 8, 2026, meeting
5. Discussion Items -
a. Proposed RM-11 Development Standards Amendment (Ordinance No. 2026-2) Review and discussion of a proposed ordinance amending Table 31-3 (Development Standards for Residential Districts) of the Richfield City Zoning Ordinance to clarify and revise RM-11 zoning standards, including lot size, density, setbacks, open space requirements, building height, and spacing between structures. The proposal also includes related definition updates in Chapter 17.23 (open space, usable open space, setbacks, and yards).
