AGENDA
I. BUSINESS / Action Items
1. Approve the Consent Agenda.
2. Elect 2026 SUVMWA Board of Directors.
SUVMWA Bylaws require the Board of Directors to serve a one-year term, with an election to be held annually.
The current board:
Craig Jensen - Chairman (Springville) No longer on the city council
Reid Carlson - Co-Chairman (Mapleton) No longer on the city council
Secretary - Kevin Oyler (Spanish Fork)
Treasurer - Niel Brown (Genola)
*(Board members will need to get personal information for the signature card at Central Bank to be signers on the account.)
3. SUVMWA to accept advance payment from Spanish Fork City for ULS water allotment.
Spanish Fork City will present this item to the board for approval.
Spanish Fork City and the City of Saratoga Springs have entered into a Water Exchange Agreement that formalizes an exchange of water of equivalent value and utility. Under the agreement, Spanish Fork has conveyed certain water rights it owns in Butler Springs and Spring Creek to Saratoga Springs, the associated change applications have been approved by the Utah State Engineer. These approved changes relocate the point of diversion to Saratoga Springs' Marina Pump Station and authorize municipal use within Saratoga Springs' service area. In return, Saratoga Springs will provide funds to the South Utah Valley Municipal Water Association (SUVMWA) on behalf of Spanish Fork City.
Those funds are to be received by SUVMWA and placed into an interest-bearing account, with the interest credited to Spanish Fork City, and applied as a credit toward an equivalent amount of Spanish Fork's Utah Lake Drainage Basin (Bonneville Unit) Project Water obligation with the Central Utah Water Conservancy District. The intent of this constitutional exchange is to allow both cities to realign their water right portfolios so each holds water that is better suited to its service area and long-term system needs.
4. Budget preparation for FY 2027 needs to be prepared for the May agenda for preliminary approval, with a public hearing scheduled for June for compliance with the State Auditor. Determine board members who will work on the budget preparation.
5. Discussion on SUVMWA needs this year:
*Lani Bonnett is resigning as Secretary Designee - Board will need to hire someone to replace her or determine if a board member will be used in the position as Secretary Designee.
*Attorney - Jason Sant has served for the last 16 years. He left Payson City last year.
*Technical Committee - Bruce Ward and Chris Thompson used to lead this, but they are no longer with Salem City and Spanish Fork City.
