Those present at the City Council meeting were Mayor Kim Soper, City Manager Mat Houston, City Recorder Tyrissa Howell, City Attorney Barry Huntington, and Council Members David Dodds, Cindy Stewart, Tracy Wright, James Kinsey, and Mike Sarles.
Others present were Paul Dastrup, Lane Mecham, and John Dodds.
The meeting was called to order at 5:30 p.m.
OPENING CEREMONY
Council Member Cindy Stewart conducted the opening ceremony.
ADOPTION OF THE AGENDA
Mike Sarles moved, seconded by Tracy Wright, to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
James Kinsey moved, seconded by Tracy Wright, to approve the minutes. The motion passed with all in favor.
MIDDLE SCHOOL/CITY SHOP - LANE MECHAM
Lane Mecham spoke with the City Council about acquiring some properties from Panguitch City. The school district is building a new high school at 400 East and 100 South. They would like the back 55 feet of the Panguitch City Yard. There was also talk of the school district taking the entire City Yard, the City office, and the BIC building in exchange for the school district building. The City Council will take a look at the school district building. This item will be on the next agenda.
2026 CITY COUNCIL MEETING DATES
Mike Sarles moved, seconded by Cindy Stewart, to approve the 2026 City Council Meeting dates. The motion passed with all in favor.
2026 PANGUITCH CITY HOLIDAY SCHEDULE
Tracy Wright moved, seconded by Mike Sarles, to approve the 2026 Holiday Schedule for Panguitch City. The motion passed with all in favor.
2026 CITY COUNCIL ASSIGNMENTS
Cindy Stewart moved, seconded by James Kinsey, to approve the 2026 City Council Assignments. The motion passed with all in favor.
SIGNAGE - ZIONS BANK
James Kinsey moved, seconded by Tracy Wright, to approve the signage for Zions Bank. The motion passed with all in favor.
HISTORIC PRESERVATION COMMITTEE
A committee needs to be formed for historical preservation. The council will think about potential members and discuss it further at the next council meeting.
DEPARTMENT REPORTS
Planning and Zoning - The council felt that the committee could use some training on their job and the new code when it is finalized.
BIC building - The final test results are pending comments from the City Council, after which they will be finalized and submitted.
Code Enforcement - Council Member James Kinsey had a discussion with Sheriff Eric Houston on code enforcement. He would also like to send letters to property owners who need to get their city right-of-way cleaned up.
Prison - The county is looking into expanding the inmate facility.
Springs -The Forrest Service will be burning the burn piles at the springs.
Tax incentives - Stewart Clawson would like to speak with the City Council regarding tax incentives.

David Dodds moved to adjourn the meeting at 6:36 PM.
