General Notice:
Vernal City (Owner) is requesting Bids for the construction of the following Project: 100 North Water and Sewer Reconstruction.
Bids for the construction of the Project will be received at the Vernal City Office located at 374 East Main Street, Vernal, Utah, 84078, until Tuesday, February 17, 2026 at 11:00 AM local time. At that time, the Bids received will be publicly opened and read.
The Project includes the following Work: Replacement of approximately 6500 ft of existing waterline with new 10-inch PVC line and approximately 6765 ft of sewer line with new 10-inch PVC line. 5800 FT of sewer line replacement will require bypass pumping. The project also includes the replacement of existing fire hydrants, water service meters, and a 2' mill and fill along approximately 1.5 miles of roadway. Bids will be received for single contract.
Owner estimates the Project costs to be between $4,000,000 and $5,000,000. The Project is expected to be completed by August 31, 2026.
Obtaining Bidding Documents:
Bidding documents (plans and specifications) will be uploaded to Bonfire no later than Tuesday, January 27, 2026.

Any responses received through the U3P Jaggaer courtesy posting will not be considered responsive, nor will they be evaluated. Questions or needed assistance can be directed to the online knowledge base, the FAQs page, or the Bonfire Support Team at support@gobonfire.com.
The designated websites will be updated with addenda, plan holders list, reports, and other information relevant to submitting a Bid for the Project. Official notifications, addenda, and other Bidding Documents will be offered through the designated websites.
The Issuing Office for the Bidding Documents is: Jones & DeMille Engineering, Inc., 205 North Vernal Ave., Vernal, Utah 84078.
Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Questions are due in writing to Talon Mortenson, Project Engineer, at Talon.M@JonesandDeMille.com on or before Wednesday, February 11, 2026.
Pre-bid Conference:
A mandatory, in person pre-bid conference for the Project will be held on Tuesday, February 3, 2026 at 11:00 AM local time at Vernal City Office, located at 374 East Main Street, Vernal, Utah, 84078. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Instructions to Bidders:
For further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The Owner may reject any or all bids submitted.
