Ogden City Ogden City Council Meeting March 3, 2009 – 6:00 p.m. City Council Chambers – Third Floor Municipal Building, 2549 Washington Blvd. 1. Roll Call. Pursuant to Section 52-4-7.8(1)(e) and (3)(B)(ii) “Electronic Meetings” of the Open and Public Meetings Law, Councilmember Jeske will participate in the meeting via teleconference, and such electronic means will provide the public body the ability to communicate via the teleconference. 2. Pledge of Allegiance. 3. Moment of Silence. 4. Introduction of Guests. 5. Recognition: a. Multicultural Advisory Committee. Advice and consent consideration for the appointment of Nancy Card, Nancy Nightingale, William Wright, and Shanna Francis; and the reappointment of Lucy Montano, Steve Whited, Betty Simons, Sharon Smauldon, and Landon Halverson to the Multicultural Advisory Committee. (Approve appointments/reappointments – voice vote) b. Christmas Village Advisory Committee. Advice and consent consideration for the appointment of Creig Paskins, and the reappointment of Jo Packham, Janet Reyns, Lou Ann Kamigaki, Cindi Hellewell, Janet Southwick, Rosalie (Skip) Reece, Stacy Cornell, and Jim Stavrakakis to the Christmas Village Advisory Committee. (Approve appointment/reappointments – voice vote) c. Master Tree Steward Award. Presentation of Master Tree Steward award to Dennis Miller. 6. Approval of Minutes (voice vote): a. Work Session of February 10, 2009 – Councilmember Stephens b. Study Session of February 17, 2009 – Councilmember Johnson 7. Common Consent (voice vote): a. Civil Service Commission Annual Report. (accept for review) b. Rezone at 269 Patterson Avenue. Proposed Ordinance 2009-27, amending the zoning map of Ogden City, as adopted by Section 15-3-3 of the Ogden Municipal Code to reclassify as regional commercial zone (CP-3) property heretofore classified as Multiple Family Residential Zone (R-4), generally located at 269 Patterson Avenue. (Set public input for March 24, 2009) c. Rezone at 12th Street and Wall Avenue. Proposed Ordinance 2009-28, amending the zoning map of Ogden City, as adopted by Section 15-3-3 of the Ogden Municipal Code, to reclassify as Regional Commercial Zone (C-3) property heretofore classified as Limited Manufacturing Zone (M-1), generally located at the southwest corner of 12th Street and Wall Avenue, between 12th Street and 14th Street and from Wall Avenue to the west side of Reeves Avenue. (Set public input for March 24, 2009) 8. Reports from the Planning Commission: a. Definition of a Lineal Block. Petition 2008-19 to amend Section 15-2-1 of the Municipal Code for the definition of lineal block and related language for business code 5-3A-1 and 5-3C-8. (Receive public input, deny petition/request ordinance be drawn – voice vote) 9. Reports from the Administration: a. Employee Cost Savings Program. Proposed Ordinance 2009-26 amending the Ogden Municipal Code by adopting a new Chapter 11 of Title 2 entitled Employee Cost-Savings Program to establish an employee cost-savings program. (Receive public input, adopt/not adopt – roll call vote) March 3, 2009 Page Two 10. New Business: a. Capital Improvement Plan. Proposed Ordinance 2009-20 approving the Capital Improvements Plan for Ogden City for the Fiscal Years 2010 to 2014. (Receive public input, adopt/not adopt – roll call vote) 11. Public Comments: This is an opportunity to address the Council regarding your concerns or ideas. Please state your name and address for the record, and limit your comments to three minutes.
