Planning and Zoning Pending Minutes for January 7, 2026
The Planning commission met on Wednesday, January 7, 2026 at the public safety building located at 130 W. Main in Cleveland, Utah at 7:00 pm. Those present were commission members: Tyler Rowley, Nancy Livingston, Logan Ellis, Lowell Gardner on phone, and absent was Dylan Horrocks. Council Member Kristen Vose was in attendance.

The Meeting was called to order by Tyler Rowley at 7:06 pm.
Pledge was led by Tyler Rowley.
Minutes: Logan Ellis made a motion to approve the minutes for Dec. 3, 2025. A second was made by Nancy Livingston. All were in favor, motion passed.
Public Comments: None
Action Agenda:
Item #1: Discuss/Approve/Deny building permit for Nick & Shianne Larsen to build an addition onto their house located at 150 S 300 W.
Shianne Larsen passed out drawings of the addition with the distances from edge of property listed. Setbacks were within the required amounts. Logan Ellis made a motion to approve the zoning clearance for the building permit for the addition onto the house. Second by Lowell Gardner. All were in favor, motion passed.
Work Meeting:
Item #1. OPMA training at https://training.auditor.gov/
Nancy Livingston reminded all commissioners that they need to do the Open and Public Meetings Act Training on the website address above and turn in by end of month.
Item #2: Discussion/develop/approve/deny development of ordinance for motel units, cabins, and recreational vehicle courts.
Went through sections 11-11-25-6-7 for Orangeville. Looked up ours and compared to Orangeville. Lowell Gardner suggested we use our subdivision to make sure that things stay the same across the board. Use our ordinance as base and add the extra components from the others to ours. Extension found at 2-10-15 sec 1a. For next month read Cleveland's subdivision and vehicle trailer courts for comparison to see what else needs to go into recreational vehicle courts.
Item #3: Any other items needing attention.
Council Kristen Vose found Ordinance 289 that states that if you live in the town boundaries, you have to use town sewer system answering question from last month about what is allowed septic or sewer system. Need to check our ordinances to make sure we use the change the State made to Code 10-20-101 Purposes-General land use authority.
Item #4: Adjourn Meeting: Logan Ellis made a motion to adjourn. Lowell Gardner seconded. All were in favor, meeting adjourned at 8:02 pm.
