Cannonville Town Council Meeting Minutes JANUARY 2026 Cannonvillle town held their regular Monthly Board Meeting Wednesday, January 21, 2026, in the town Hall. The meeting began at 6:00pm. Public in Attendance: Cherie Scoffield, Anita Fletcher, Mark Nelson, Ralph Perkins, Commissioner David Tebbs, Valerie Ott, Ramona & John Morreale, Clint Brinkerhoff, Aubree (Myriah) & Marshall Thompson Board Members: Stewart Ivie, Alma Fletcher, Landyn Brinkerhoff, Mayor Bill Scoffield, Machele Nelson, clerk. Davis Kendrick, excused Prayer: Stewart Ivie Pledge: Bill Scoffield Reading and Approval of Agenda: The agenda was read & modified adding Aubree (Moriah) & Marshall Thompson. The agenda then adopted. Motion by Stewart Ivie, 2nd by Landyn Brinkerhoff, all were in favor. Reading and Approval of minutes: There was no formal Town Council Meeting in December 2025. November 19, 2025, town council minutes were reviewed and approved. Motion to approve was by Stewart Ivie, 2nd by Alma Fletcher, all were in favor. Mayor's Items -Mayor Scoffield welcomed everybody to the new year working together as a town council. Commission David Tebbs was acknowledged and welcomed along with other guests. The Mayor indicated Davis Kendrick had been sworn in previously by the town Clerk, Machelle Nelson. He was excused for a wrestling tournament. -Town Clerk Machelle Nelson called Landyn Brinkerhoff and Mayor Bill Scoffield to come to the front to be sworn in. The oath of office was then administered and signed. Applause. -A rough draft of member's/employee's Duties and Responsibilities was distributed for review. These will be finalized for the February meeting. -The State's Conflict of Interest form for Town Boards was distributed. The Board members had previously read and signed the annual forms at the State Bank of Southern Utah's notary and are on file in the Town office. -The 2026 Town Council meeting schedule was distributed and reviewed. Motion to approve was by Mayor Bill Scoffield, 2nd by Stewart Ivie, all were in favor. -The 2026 Town Council Fees schedule was distributed and reviewed. Motion to approve was by Mayor Bill Scoffield, 2nd by Landyn Brinkerhoff, all were in favor. -The Mayor indicated Garfield County would like the Town to participate in survey. Details to be provided in the next few weeks. -Some town folks have agreed to participate in a new advisory council providing ideas, town improvements, and long-term projects to the Town Council for budgetary consideration and/or approval. -Mr. John Morreale presented ideas about the Mr. Anthony Devourde's distinguished art and design library and fostered the idea the library, books and shelving, be donated to and housed by the Town of Cannonville in the conference room. Discussion ensued. Vote to approve was tabled. -The Mayor indicated the BV Campground and RV Park annexation paperwork had been finally completed after a few months of delay. A formal resolution was previously passed (April 2025), The Mayor distributed the updated paperwork for signatures. Departmental Reports: Public: Mayor Scoffield indicated the AMERICA250 funds had been approved, and a couple of events were in the works, including a quilting plan. He mentioned a waffle breakfast and program was planned for Memorial Day Weekend the end of May. Planning: Mr. Pete Jensen is out of town and was excused. Water: Mayor Scoffield highlighted recent events with town water rights. Because of gross oversight, the water right had elapsed. Sunrise Engineering was quickly asked to prepare and submit the reapplication paperwork needed within sixty days. That paperwork has been prepared, reviewed, accepted, & forwarded to the State Tuesday, January 20th, 2026. Additionally, it was discovered there may be an opportunity to recover at least one, possibly two previously elapsed water rights. Mr. Alma Fletcher and the Mayor will be working closely with Sunrise Engineering. Cost to the Town of Cannonville is between $3-4K. A letter of all current and future water tests was prepared by Mr. Klinton Cynoweth. The Mayor presented the letter and reviewed the tests; he indicated our water tests and samples meet all requirements, including a special request by the State last year for plastics. The periodicity of the water tests will be changing in the next couple of years with new tests proposed. Fire: Still need recruits. The Mayor highlighted HB45 asking the towns to be better property stewards, eliminating and reducing consumables around their properties. The bill calls for more property inspections in the county and towns. More information is expected from our fire prevention folks in the area. Roads: After the meeting, Mr. John Morreale volunteered to help the new Road Department Head get the remaining street signs around town installed. Parks: The kitchen modifications have been paused but will continue in the next couple of months. Various prefabricated panels will be installed in and around the cooking area. Public Comment: The Thompsons asked for some time to review their property issues with the Town Council. They continue to seek a building permit to finalize and move into their buildings and clear the Garfield County Red Tag. The Thompsons indicated how they have vigorously addressed various issues from septic to setbacks, disconnects with building inspectors, and town records/meeting minutes. They have willingly given their findings to the Town, including two letters from previous Mayor Jeff Stock addressing council actions, setback variances, and fire safety issues. The Thompsons also submitted a response to the Town's November 2025 letter addressing setbacks. Additionally, they submitted a GRAMA request dated January 21st, 2026. Docs to be reviewed. No decision or vote was taken. Adjourned: 7:14 pm; next meeting February 18, 2026, 6pm; motion to adjourn by Alma Fletcher, 2nd by Landyn Brinkerhoff; approved.
