DIXIE DEER SPECIAL SERVICE DISTRICT ADMINISTRATIVE CONTROL BOARD MEETING OF
WEDNESDAY AUGUST 20, 2025, AT 7:00 P.M.
1. CALLED TO ORDER: At 7:00 P. M. (Chairman) Jim Rowles called
the meeting to order. He then asked everyone to stand and join in the Pledge of Allegiance to the Flag. We have three Board members in attendance at tonight's meeting. (Chairman) Jim Rowles; (Director) Weston Peterson; (Vice Chairman) Jason Ranoa. Employees Present (Water Master) Wayne Gudgell; (Administrative Assistant) Susan Gudgell; (Scribe) Susan Gudgell.
2. OPENED REGULAR MEETING: (Chairman) Jim Rowles, opened
regular meeting of the Administrative Control Board. Jim welcomed guests, Mark Cain, Chans Hendry, Robert Baluhman, Jennifer Skiles, June Rowles, Calista Ranoa, Jeremy & Amanda Merril, and Gordon Poppitt. All DDE residents.
3. CLERK'S REPORT: Jim gave Clerks Report. Jim stated all the
financials looked good. Jason motioned to accept the Clerk's Report and Weston seconded it. All in favor unanimous.
4. TREASURER REPORT: Jim will give the Treasurer's Report tonight Jim stated that the General account has ($36,924.35), the Rural Development account has ($8,137.00), the Cap. Imp Reserve count ($68,525.52), the Utah Division of DW Reserve has ($107,870.45), the 10yr Pmt. Reserves P. T. I. F. accounts have ($96,419.31), P.T. I. F. total Accounts are ($272,615,28). For a grand total of ($317,876.63). Jason moved to approve Treasurer report and Weston seconded it. All in favor. Unanimous.
5. PREVIOUS MONTH'S MINUTES: Board members reviewed the
minutes of July 17, 2025, Board moved to accept minutes. Weston
made a motion to accept the minutes, and Jim seconded All in favor. Unanimous.
6. APPROVAL OF RESOULTION CHANGING THE HOOKUP FEE. This was tabled until next month's meeting and the form was filled in.
7. CLOSE MEETING AND OPEN PUBLIC HEARING: 7:05 P.M
Closed the regular meeting and Opened Public Hearing.
8. BOARD TO DISCUS RAISING EXCESS WATER USE RATE.
INTRODUCTION: We were in a financial hole in 2010 when we had the added burden of 2 bonds to pay for our new system. We have not changed water rates since January 2013 and have paid down much of our debt. Repairs and maintenance have now become an issue, and our reserves are being depleted. We have two choices for bringing in more revenue to keep our reserves in the black: Raise the 44 per month and/or raise the rates of over usage.
DISCUSSION: Chairman put on the table raising the over usage rate from $4 per thousand to $10 per thousand over the 12k base. Or another way of $8 per thousand gallons from 12k to 24k and then $12 per thousand over 24k in a month. We are working to keep rates as low as we can but have come to the point we need to increase rates. Open discussion. Mark Cain suggested looking into grants to cover repairs with no with no payback, we do keep watching. He likes tiered approach, this year we see 39 went over 20,0000, last year it was 80. We are looking at not raising the base rate, just starting with the overage users to see how much that helps. State is pushing conservation with new laws. Gordon Poppitt likes tiered and suggested contractors using our water should be at high rate (they are at $10 a thousand gallons already). Our overhead does go up. Chans Hendry suggested new water hookups rate go to $7000 once in effect. Can going paperless save us? Discussion on paperless billing and its issues. Final thoughts on $8 and $12? Silence
9. CLOSE PUBLIC HEARING and RESUME MEETING. At 7:35 P.M.
The Public meeting was closed and regular meeting continued.
10. BOARD AND PUBLIC DISCUSSION ON REORGANIZING
DDSSD: We are down 2 Board Members, soon it will be 3. Should we lose a quorum Jim's concern is the State and County would look at our 220 AF of water rights and nearly $6 Million in assets as vulnerable for 'taking'. He doesn't want outsiders running our show. Board members are from the community and represent DDE residents, they get some pay for services, and a say in how the Board is run. They are sworn in for 4 years, have legal responsibilities, and commitments. Utah State and Utah Association of Service Districts (UASD) have training materials to help in your work. Discussion by quest on Candidacy, interviewing, swearing in, and monthly duties. Some enthusiasm for this.
11. WATER MASTER REPORT: Wayne began his report by stating that last month we pumped (4,160,278) gallons of water and the daily average of (134,203). We will read meters on Aug. 26th and stuff envelopes on Aug. 29th.
