Mayor Quarnberg called the meeting to order at 7:00 pm. The Mayor informed the public that proper notice for the city council meeting had been given. Jim Harrison gave an opening expression of choice and the Council recited the Pledge of Allegiance.

City Council Meeting-
1- APPROVAL OF MINUTES-
The City Council reviewed the minutes of the November 17, 2025 and November 24, 2025 Council meetings.
City Council Member Andy Rasmussen moved to accept the minutes of the November 17, 2025 meeting. City Council Member Bryan Sprague seconded the motion. The motion was approved by members: Sprague, Harrison, Rasmussen, Mason and Vercimak.

City Council Member Bryan Sprague moved to approve the minutes of the November 24, 2025 emergency meeting. Council Member Jim Harrison seconded the motion. The motion was approved by members Sprague, Harrison, Mason, Vercimak and Rasmussen.
2- OPEN SESSION-
City Council member Kelly Mason made a presentation to Mayor Quarnberg. Mr. Mason presented a picture of the Western Clay Mill on fire from back in 1982.
3- ITEMS FROM R6 REGIONAL COUNCIL -SHAY MORRISON-
Mr. Morrison informed the Council that the TPA application has been submitted. Mr. Morrison also mentioned that the Utah Project Portal was recently opened and he would send login information to Aurora City soon. He also mentioned that Outdoor Grants will be open soon and need to be completed by March 2026. Mr. Morrison mentioned that he will attend our February meeting to give the Open Meetings Training for 2026.
4- CHRISTMAS @ WILLOWBEND REVIEW AND DISCUSSION-
City Council Member Parker Vercimak reviewed the latest Christmas @ Willowbend celebration. Mr. Vercimak stated that overall the event was a huge success. He congratulated the committee and all of their efforts and explained that the events seems to be growing bigger and better every year. The Council expressed their appreciation for the event and how it brings people into Aurora.
5- CENTER STREET INTERSECTION DISCUSSION-
Mayor Quarnberg and Council Member Bryan Sprague held a meeting with UDOT to discuss possible turning lanes changes at the intersection of Center Street and Highway 24. Both individuals stated that UDOT was willing to look at other options to help Western Clay and Aurora City make the intersection safer and provide options for aligning ClayMill Road as a direct street to be used by semi trucks to turn into Western Clay. A traffic study was conducted and some repainting of lines could be a temporary solution.

6- YOUTH COUNCIL DISCUSSION-
Peyton Bailey and Davis Malmgren attended the City Council meeting to discuss their plans for upcoming events. The Youth Council is planning a Christmas activity on December 22nd where parents would be able to drop kids off to watch a movie while they go Christmas shopping. The Council loved the idea and offered any support that was needed for the Youth Council.
7- REVIEW OF NEW COUNCIL TRAINING-
New City Council member Hunter Whitney reported to the Council that he had attended the in-person new city council training provided by the Utah League of Cities and Towns. Mr. Whitney felt that the training was extremely helpful and thanked the City for allowing him to attend. Other new members of the City Council attended the online version of the training.
8- SWEARING-IN DINNER-
Mr. Johnson informed the Council and the New Mayor and New City Council members that a swearing-in dinner was planned for Monday January 5, 2026. The dinner will be an appreciation for their many years of service and Judge Probert will attend to swear in the new officers to their positions.
9- DEPARTMENT REVIEWS-
Jim Harrison- Mr. Harrison informed the Council that the audit went well and the buildings are good.
Kelly Mason- Mr. Mason stated that the NS Recreation Board held a Christmas Dinner for their December meeting and that they are anxious to be done.
Andy Rasmussen- Mr. Rasmussen informed the Council that the City Police Officers would like to patrol part of Highway 24 that runs past Aurora. He also mentioned that Police Chief Matt McLean would like to hire a third officer to take some of the hours that the current officers aren't filling.
Parker Vercimak- Mr. Vercimak noted that Brenda Thurston had raised $2600.00 from the Christmas @ Willowbend to donate to Shop with a Cop.

Bryan Sprague- Mr. Sprague mentioned that the Planning Commission was currently working on the new General Plan along with some Road Plans.
10- WATER AND FINANCIAL REPORTS REVIEWS-
The Council reviewed the water usage report, delinquent report as well as the list of checks written and the budget.
11- ADJOURNMENT-
The Council completed their business at 8:37 pm and the meeting was adjourned with
Parker Vercimak offering a closing expression of choice.
