The meeting was called to order at 4:02 PM. by Mr. Riddle, Board Chair.
First Item of Business - New Board Member Welcome
Mr. Riddle introduced the new Board Member, Mr. Mike Kourianos. The remaining Board Members then introduced themselves and welcomed him to the Board.
Second Item of Business - Approval of Minutes
Minutes from the December 18, 2025 meeting was presented. No additions or changes were noted. Ms. Marvidikis made a motion to approve; Mr. Fallon seconded the motion. The motion passed.
Third Item of Business - Oct, Nov 2025 Financial Statements
Financial statements for October and November 2025 were presented. Mr. Riddle noted for Mr. Kourianos, that the Agency's fiscal year runs from April through March. Mr. Kourianos inquired about who provides legal services for the Housing Authority. Mrs. Hansen responded that the Housing Authority utilizes Utah Eviction Law, located in northern Utah, under contract to handle eviction proceedings and other legal matters for the Agency. Ms. Marvidikis made a motion to approve; Mr. Fallon seconded the motion. The motion passed.
Fourth Item of Business - Utah Retirement Systems Compliance Review Report
Mrs. Hansen presented the compliance review report from Utah Retirement Systems (URS), noting that this is a routine audit conducted every three to five years. She explained that URS requests employee records, including payroll information, and conducts the review remotely. The review was completed with no findings, and no issues were identified with the Housing Authority's retirement reporting. No other questions were raised.
Fifth Item of Business - Rural Development - Whitmore Square Inspection Report
Mrs. Hansen presented the report from the inspection that was conducted on December 19, 2025. She explained that this is a routine physical inspection of the property that takes place every 3 years. She went on to explain the rating system used, which is 1 - 5, with 1 being the best and 5 being the worst score. The property received a score of 3, which is considered average. Mrs. Hansen noted that the property and inspected units were in good condition and commended the maintenance staff for their efforts in preparing for the inspection.
She reported that thirteen repair items were identified during the inspection. All required repairs have been completed, and all necessary parts have been ordered. These repairs will be reported back to Rural Development to maintain compliance. Mrs. Hansen also noted that while the roofs were recently re-shingled, the complex is in need of new windows, siding, and gutters. These improvements will require funding beyond the Authority's normal subsidy, and she will be researching potential capital funding sources in the near future.
Mr. Riddle noted that one item was cited as a 'life safety' finding involving a GFI outlet that would not reset. Mrs. Hansen stated that the outlet was replaced immediately to ensure tenant safety. No further questions were raised.
Sixth Items of Business - Other Business
Mr. Fallon asked Mrs. Hansen if she knew when the Section 8 waiting list would be reopened. Mrs. Hansen explained that she and the Section 8 Manager plan to meet in mid-February to review projected income and expense data in order to forecast the program's performance over the next year. She noted that once the waiting list is reopened, public notice and advertising will be required. Mrs. Hansen stated that all applicants currently on the waiting list have remained active; however, no new applications have been accepted. She also reported that the Emergency Housing Voucher (EHV) program, which currently funds seven vouchers at the Agency, will no longer be funded by HUD at the end of calendar year 2026. These vouchers will need to be transitioned into the regular Housing Choice Voucher program, which will be a factor in determining the timing of reopening the waiting list and issuing new vouchers.
No other questions were raised. A motion to adjourn was made by Ms. Marvidikis, the motion was seconded by Mr. Fallon. The meeting adjourned at 4:27 PM.
