2. Approval of November 12,2025 Town Council Meeting Minutes

3. Payment of payroll/reimbursements and bills
a. The bills/payroll/reimbursement invoices dated November 13,2025- December 10,2025 were given to the council before the meeting for review.

5. Planning and Land Use- Ted Bennet
*Building Permits - No new permit requests.
*General Plan: Any questions regarding the approval of the General plan?
? Does the general plan affect zoning changes? - No the zoning in town will be remaining as it has been.
The General Plan is a vision of what the town would like to see in the future, it can be changed at any time.

6. Report of Officers
a. - Roads & Landfill
*Crack Seal
Utah Asphalt went over bid on the crack seal job of the roads, they used 4 pallets of tar in leu of the three listed on the bid. However, all the roads in town were sealed, and they did reduce the fee by a thousand dollars.
*Dump Truck- Public works has found a deal on a dump truck that would come with a clip on snow plow and spreader. Our current dump truck is running good, minus a windshield wiper clip that is missing and a replacement is hard to come by. The current problem with the truck is that the plow is worn out and uses a rail mounting system that is hard to hook the plow up to.
The decision was made to continue using the current truck as it wasn't budgeted for in the current budget.
*Street ordinance/ Right of way: Councilman Dallin re-drafted the Right of way Street resolution and posted it at the post office for three weeks. There are still some citizen concerns with wording and warnings that need to be more specific.
The intention of the resolution was meant as a general guideline, not to be used against town citizens. Councilman Dallin will continue to work on the resolution.
b. Parks, Recreation and CERT
*There are tiles that are coming loose on the post office roof. Summer heat has warped the tiles and will be looked into replacing come spring.
C..David Wood - Electric
*Outstanding residential power bill - A resident who had been renting moved with an unpaid utility bill of a couple months. The Treasurer has tried to obtain payment with no success. Should the town send the bill to collections or forgive the amount owed? It was decided to run it through collections.
*The AMI meters are still on schedule and should be delivered early Summer. In January the electrical budget will need to be opened to reflect the addition to the budget and funds will need to be transferred from Electric PTIF.
*Three electric poles were replaced this month. One was scheduled with a work order to be replaced. The other two needed to be replaced when tree trimming near the pole had to be paused as the pine tree had grown around the power lines. The pole was scheduled to be replaced but at a future date. Dixie power was called to turn off the power and the pole was secured until Monday when they could bring replacement poles. It was suggested that work dealing with power issues only be done Monday through Thursday, as this emergency was on a Saturday, increasing the cost of the job.
*Chuck Tracy helped public works to put up the Christmas decorations in town, using his personal bucket truck. It was suggested that a gift certificate of $100.00 be given to Chuck as a thank you. Councilman Stephenson will take care of getting a gift certificate.
d.Phil Whatcott -Fire Department
Resolution to Bill Insurance for fire suppression on the freeway:

The fire department received notice from the Utah Forestry Fire and State Land Division regarding changes that are forthcoming in rules regarding homes in the wildland urban interface. These homeowners will be required to pay a fee of $50.00 a year, to help aid in the cost of protecting their home from wildfire.
*The M&O funds from the fire district will be increased in the coming year, from $4,200.00 a quarter to
$5,880.00 equaling $23,520.00 a year.
Water
*Well drilling update:
The temporary fence that was erected around the well drilling site will remain. The property owners will use it.
Discussion regarding the water project and how to proceed.
-The water Witcher identified another spot (when scouting after the first well drill failed to produce water) in the same area but further to the North.
-Should the town begin phase two (water tanks, water lines, meters) or continue to find a second source of water first.? The town has had water funding for three years now. The state agreed to leave the funding in tack at the beginning of the year, as the town showed progress on the water project. The state has changed the towns MAGI (medium adjusted growth income) and wants the average water utility bill to be higher according to the 1.7% MAGI. The state agreed to leave the towns average as was agreed upon at the time of the loan. The town is on a corrective order from the state to acquire more water for the town.
? Can the spring be rehabilitated? It was last done in 2003 Something to look into
*Monthly water meter reading- It was decided that monthly water meter readings need to be done so that we have better accounting of what is being used each month for the state water report that is done every year. The water billing will not change; it will remain as it has in the past with only a base amount being charged October-March.
The question of a more set read date was asked about. Due to the fact that the meters are read in person, the date needs to be flexible to allow for holidays, weekends or when public works is able to fit it in their schedule. When the meters are changed to AMI, the day of reading will be able to be a set day every month.
e. Mayor Darren Fox
*Hunter Property - Mayor Fox obtained three quotes on the price to survey the property west of town that was traded for the property where the town hall now sits. This survey is needed to address an overlap of property and to determine that the current fence line be the new property boundary. At the time of the land swap in 2009 the survey was not done as stated in the agreement.
Four requests for quotes were send out; Wall Engineering- do not have surveyors, Jones & Demille- No response, Ludlow Engineering- $2900.00, Sunrise Engineering- $5,350.00. The survey would include preparing a record of the survey showing existing boundary lines and proposed boundary lines, preparing new legal description, provide official mylar copies- signed and stamped, mark the property corners.
The decision was made to use Ludlow Engineering. They should be able to do the survey by the first of the year.

*Procurement policy- In an investigation of the town's procurement policy (2021-2) the state auditors found a missing requirement. As such the Mayor has drafted a new policy to include the missing RFQ (request for qualifications), with purchasing amounts remaining as they have been and the number of signatures required for purchases.

7.New Business
*Approve an increase in wage for board members and Mayor: It has been over ten years since an increase to the wage given to board members.
Tamara Dallin motioned to increase the monthly wage of board members from $55.00 to $100.00 and the monthly wage of the mayor from $70.00 to $140.00 LaRee Stephenson seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood -yes, Phil Whatcott- yes, Mayor Fox-yes

*Fire District representative stipend.

*Post office holiday hours. The post office will be open half a day on December 24th, Closed December 25, open half a day December 26. For new year's the post office will be open half a day December 31st, Closed January 1st, open half a day January 2nd.
7. Outstanding Business
Swearing in of the new Mayor and Councilman will be January 5th at 6:00pm in the town hall. (Note: The day and time was later changed to January 3rd at 6:30 pm)
Thank you to outgoing Mayor Darren Fox and Councilman Whatcott. They were thanked for their many years of service to the town and given a gift.
