Elwood Town Council Meeting November 12, 2025 The Elwood Town Council met at the Elwood Town Hall, 5235 West 8800 North, Elwood, Utah, at 7:00, Nov 12, 2025. The following members were present consisting of a quorum. Keenan Nelson Mayor Scott Goodliffe Councilmember Mark Lay Councilmember Mike Pace Councilmember Staff present at this meeting Gina Marble Town Clerk Steve Woerner Public Works Others present at this meeting Zack Pali WELCOME ADMINISTRATION Councilmember Hardy was absent Mayor Nelson and Councilmember Pace VIA phone Mayor Nelson welcomed everyone to the meeting. Administration Item#1Action Item - Elwood Town Canvass Election-Town Clerk Gina Marble reported on the 2025 municipal election results for Elwood. She stated that there were 773 active registered voters in the town, with a total of 435 ballots cast, representing a 56.27% voter turnout. She detailed that 248 were mail-in ballots, 231 ballots were counted on election night, 12 ballots were not counted because they were received after the November 4th deadline, and all 5 provisional ballots were counted. Brian Davis and Phil Shimek won the Councilmember seats, and Scott Goodliffe won the Mayor seat. Town Clerk Gina Marble further informed the council that an audit had been conducted for the 2025 municipal election, focusing on Mantua Town (mayor and town council races) and Garland City (mayor and town council races). She confirmed that the audit found all votes matched, with no issues identified. Town Clerk Gina Marble concluded by requesting that the council formally certify the election results, noting this would be their final action regarding the 2025 municipal general election for Elwood. Motion by Council Member Mark Lay to certify the 2025 Elwood Town municipal election results as presented. Seconded by Council Member Mike Pace. All in favor. Motion passed unanimously. Councilmember Goodliffe made a motion to adjourn. Councilmember Lay seconded the motion, and the remaining council members agreed.
