- NOTICE AND AGENDA Notice is hereby given that the Garland City Council will hold a regular City Council meeting on the 28th day of February 2012 at the Garland City Civic Center. Such meeting shall begin promptly at 7:00 p.m. The Mayor reserves the right to modify the sequence of agenda items in order to facilitate special needs. The agenda shall be as follows: 1.
