BOARD MEETING
WEDNESDAY, JANUARY 14TH, 2026
4:30 P.M.
NOTICE IS HEREBY GIVEN that the South Davis Water District will hold its regular Board Meeting at the District Office located at 407 W. 3100 S., Bountiful, Utah, at the time given above. The Public is invited to attend this meeting.

This meeting may be held as an electronic meeting with one or more Trustees participating via speaker telephone. The anchor location will be the regular meeting place of the Board of Trustees of the South Davis Water District located at 407 West 3100 South, Bountiful, Utah.
If you are not on the agenda, the Board of Trustees will not be able to discuss your item of business until another meeting. For most items it is desirable for the Board of Trustees to be informed of background information prior to consideration at a Board Meeting. If you wish to have an item placed on the agenda, contact the District Manager at 801-295-4468.
AGENDA
1) Call To Order - Welcome to all those present.
2) Public comment period.
3) Board member reports.
4) Consider a motion to approve the minutes of the previous Board Meeting that was held on December 17th, 2025.
5) Consider a motion to approve the December 2025 expenses as presented on the expense report.
6) Review and discuss the District's Strengths, Vulnerabilities, and Opportunities Assessment.
7) Consider a motion to select the Chairman of the Board of Trustees by majority vote of Board Members as per District By-Laws §E(2).
8) Consider allowing new connections into the secondary water system, providing the property owner pays all expenses related to the new tie-in, including the installation of a secondary meter or the upgrading of an old secondary connection to include a secondary meter.
9) Consider increasing the shutoff fees for non-payment of District issued bills from $15 per shutoff to $50 per shutoff. The purpose of the increase is to cover the administrative and operational costs related to shut off the service for non-payment.
10) Manager's Report and Discussion
a. Review of District's 2025 fourth quarter financials.
b. Update on PFAS mitigation grant and requirements
c. Update on CDBG grant application.
d. Discussion of 2026 legislative session including bill tracking and District's ability to influence legislation.
e. Review of current snowpack.
11) Closed Session:
Motion to adjourn to closed session, if necessary, for reasons permitted under UCA 52-4-205.
Procedural Requirements (UCA 52-4-204, 52-4-206):
- Requires two-thirds vote by roll call to enter closed session.
- No votes may be taken in closed session except to adjourn back to open meeting.
- Audio/video recording required for all closed sessions except those held exclusively under UCA 52-4-205(1)(a) (character/professional competence) or (1)(f) (security deployment), which require an affidavit from the presiding officer in lieu of recording.
Permissible Purposes for Closed Session (UCA 52-4-205(1)):
- Character, professional competence, or physical or mental health of an individual.
- Collective bargaining.
- Pending or reasonably imminent litigation.
- Purchase, exchange, or lease of real property, including water rights or shares, if public discussion would disclose value or prevent the District from completing the transaction on the best possible terms.
- Sale of real property, including water rights or shares, if the conditions in UCA 52-4-205(1)(d) are met.
- Deployment of security personnel, devices, or systems.
- Investigative proceedings regarding allegations of criminal misconduct.
- Information required to be maintained as private or protected under the Utah Procurement Code (UCA 63G-6a), including trade secrets.
- Loan applications, if public discussion would disclose nonpublic personal financial information or trade secrets that could result in unfair competitive injury.
