All applications must be reviewed at the Staff Joint Development meeting which are conducted as noticed, usually the first Tuesday of the month. The following complete applications, determined by staff to be ready to proceed to the Planning Commission, are on the Planning Commission agenda and will be heard in the following order:
(Please note: Any public hearing item comments will be limited to 2 minutes per person per item and will be strictly adhered to. A spokesperson representing a group to summarize their concerns will be allowed 5 minutes to speak. Repetitious commentary will not be allowed.)
1. ZONE CHANGE (Public Hearing - Legislative): Review an application for zone change for a parcel in Veyo. The affected parcel is CB-5-NW located at approximately at 102 N Main, Veyo. The current zone is RA-1 (Residential Agricultural 1-acre minimum lot size), the applicant is proposing parcel CB-5-NW be rezoned to R-3 (Multi-Family Residential 8,000 square feet minimum lot size) Zone. Rezoning will bring an existing triplex into zoning compliance. The applicant is Slade Hughes.
2. ZONE CHANGE AND PRELIMINARY PLAT (Public Hearing - Legislative; Preliminary Plat - Administrative): Review an application for zone change and preliminary plat for a parcel in Dammeron Valley area. The parcel under consideration is 7205-N, which is 17.92 acres. The property is approximately located at 200 W Juniper Road, Dammeron Valley. It is currently zoned OSC-20 (Open Space Conservation 20-acres minimum lot size and the proposed zone is RA-10 (Residential Agricultural 10-acre minimum lot size). The applicant is working to bring the property into compliance for building a single-family residence, starting with a preliminary plat for a subdivision and going through a zone change. The applicant is Willard Earl O'diear.
3. ZONE CHANGE AND BOUNDARY ADJUSTMENT CONVEYANCE (Public Hearing - Legislative; Boundary Adjustment - Staff approval): Review an application for zone change and discuss a boundary adjustment conveyance for a parcel in Veyo. The affected parcel is 7170-A-1-A-1-F-NW which is currently zoned MFG (Manufacturing). The applicant is proposing to expand the footprint of this parcel to encompass 8 acres, simultaneously expanding the MFG (Manufacturing) zoning designation. The zone change will be accompanied by a Boundary Adjustment Conveyance when reviewed through the staff, which will formally eliminate several parcels which were created as a result of agricultural splits. The parcels to be eliminated include: 7170-A-1-A-1-G-NW, 7170-E-2-NW, 7170-E-1-NW. Parcel 7170-J-NW will remain zoning compliant for the A-10 (Agricultural 10-acre minimum lot size) zone and will continue to be used for agricultural purposes. The applicant is John Leavitt.
4. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property in the New Harmony Area. The parcel under consideration is BRR-2-86-NS, currently zoned RA-5 (Residential Agriculture 5-acre minimum lot size) and it is 5.69 acres in size. The property is located at 2597 South 2900 East, New Harmony, UT 84757. The applicant operates Blue Moon Painting, which is a residential and commercial painting company. All work is conducted at the client's homes. He has three trucks/work trailers which will be parked in front of a shed where they will not be visible to neighbors. Trees and hillside also provide natural screening. They have five employees and two of which are their sons who live on the family property. The applicant is Guadalupe Parra.
5. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property in the Veyo area. The parcel under consideration is 7164-B-10-NW, currently zoned RE-20 (Residential Estates-20,000 sq. ft. minimum lot size). The property is located at 118 South Spanish Trial Drive, Veyo, UT 84782. The applicant operates Austin's Marine Shop, which is a mobile marine business which conducts boat and/or marine related repairs at the client's location. The applicant would like to conduct larger projects consisting of one boat at a time on his property in an enclosed carport. The applicant is Austin Gazlay.
6. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property in Dammeron Valley area. The parcel under consideration is DVM-41, currently zoned RA-5 (Residential Agriculture 5-acre minimum lot size). The property is located at 526 North Meadow Drive, Dammeron Valley, UT 83483. The applicant operates Painted Sky Equine Therapy Ranch, which is an equine therapy program she set up primarily to help her daughter who has severe traumatic brain injury and assist children with neurodivergent disabilities. It is a small family-run business with currently two private clients who come once a week, two to three weeks per month. The applicant is a licensed Educational Therapist who employs a full-time live-in assistant. The applicant is Jarice Butterfield.
7. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property in the New Harmony Area. The parcel under consideration is 3101-G-2-NS, currently zoned RA-2.5 (Residential Agriculture 2.5-acre minimum lot size). The property is located at 984 South 500 East, New Harmony, UT 84757. The applicant operates Small Town Finish. This is a carpentry business focusing on carpentry finishing for new construction and existing building remodels. They also do door casings, baseboards, closet shelving etc. The applicant has a work truck with power tools and the work is conducted at the client's location. The applicant is Shad Leeder.
8. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property in the New Harmony Area. The parcel under consideration is NEH-1-5-4-NS, which is currently zoned RE-40 (Residential Estates 40,000-sq. ft. minimum lot size). The property is located at 743 South 3430 East, New Harmony, UT 84757. The applicant operates a mobile handyman business - Harrah Repair & Remodeling and all work is conducted at the client's location. The applicant performs repair work such as dry wall, touch-up paint, finish carpentry, window, door and hard floor repairs. The applicant has one work truck and is working to obtain a trailer. The applicant's name is Brandon Harrah.
9. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property in the New Harmony Area. The parcel under consideration is BRR-1-45-NS, currently zoned RA-5 (Residential Agriculture 5-acre minimum lot size). The property is located at 2204 South Old Highway 91, New Harmony, UT 84757. The applicant operates Supreme Built Construction which is a general contracting business for a home office at this location. The applicant states he only uses a single white pick-up truck for this business and there would be no onsite storage of the material on his property. The applicant is Shane Rappleye.
10. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property in the Winchester area. The applicant operates Desert Hound Transportation, which is a trucking company that transports goods from warehouses to their customers. The applicants are truck drivers. All services are off-site deliveries, but their trucks are parked on-site when not making deliveries. The applicant also proposes building a fence around the yard on 2000 West. The parcel under consideration is WHS-5-303-SW, currently zone RE-40 (Residential Estate 40,000 sq. ft. minimum lot size). The property is approximately located at 1986 West 5540 North, Saint George, UT 84770. The applicant is Lucinda Hess applicant.
11. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property in the Enterprise Area. The parcel under consideration is 7019-NC, this parcel has 19-acres and is currently zoned A-20 (Agriculture 20-acre minimum lot size). The property is located at 1052 North 2600 East, Enterprise, UT 84725. The applicant operates Christy Excavating, which is a contracting and excavating company doing work all over Washington and Iron County. The applicant is Chase Christy.
12. MAJOR HOME OCCUPATION (Public Meeting - Administrative): Review an application for a Major Home Occupation for a property in Leeds area. The parcel under consideration is 4041-F-HV, currently zoned RA-1 (Residential Agriculture 1-acre minimum lot size). The property is located at 168 South Silver Valley Road, Leeds, UT 84746. The applicant operates MontsCO Auto & Mobile Repair, which is a mobile auto repair company that conducts the majority of the auto repairs at the customer's location. The applicant is requesting that a few repairs be conducted on his property. The applicants are Paul & Lisa Montgomery.
