Amalga Town Council will hold a public hearing followed by the monthly town council meeting Wednesday November 12th, 2025, at 6:30 PM at the Amalga town hall 6590 N 2400 W AMALGA, UTAH Agenda as follows: 1. Open Public Hearing on water impact Fee increase in water fee and wage raise for elected Officials and non-elected workers. a. Went through the impact fee. An impact fee is a one-time fee it does not incur an increase to people already on the system. b. We used stuff from the accountant and the county growth rate c. Current ERC is 795 and by 2035 they estimate ERC 817. d. If we see something changing in the town that will increase our growth rate we will need to reevaluate the Impact fee. e. Went through our water rights. Find out how much capacity we have with our wells this is called Longevity analysis this takes into consideration the life expectancy of our equipment. f. Other costs future improvements. Propose putting in three new booster pumps. The largest fee we can impose is $6099.56 g. Last page shows how much we can increase the fee per year. h. Mark Cowley: Is the cost of inflation why we have an increase each year? Eric: Yes, it is. i. Dave Wood: What does it mean $6546.01 remains constant year over year the impact fee credits decline? Eric: That means that if You haven't used the fees in 6 years then they can be returned to the person who paid it? 2. Wage increases for elected Officials and non-elected workers. a. This is what the purposed wage increase is and what is will be if passed Position Current Proposed Mayor $300/ Month $400/Month Council Member $125/Month $200/Month Mosquito Control $50/Month $75/Month Water $100/Month $100/Month Animal Control $50/Month $50/month Clerk $15/Hour $25/Hour Treasurer $11/Hour $15/Hour Residential Meters $2.00/Meter $2.50/Meter Dairy Meters $10/Meter $10.00/Meter b. Paul Hansen the mosquito control should go up to $150/per month. Dave Lee, I think we should raise it to $100/ month. 3. Close Public Hearing a. Approve Minutes of October 8th, 2025 a. Motion to approve minutes Colette Dursteler b. 2nd Mark Cowley 8. Steven Liechty Rocky Mountain Power franchise agreement a. Steven: I suggest 10 years for this agreement. b. Dave Lee: If there is relocation of your services, would you come in and just do it or do you come in and talk to us? c. Steven: Normally we will have communication with the town before we do anything. d. Mark Cowley thinks 20 years, Dave Lee agrees, e. Motion to accept the new contract with rocky mountain power for 20 years. Mark Cowley f. 2nd Dave Lee. 9. Sheriff Report for October a. Colette: Could the town request the Sheriff office to never give warnings? Dave Lee: in August we lowered the speed limit and the warnings went up. 10. Charlie Erickson discussion on annexation. a. I was not able to get a response to Schreiber's concerning using their ponds for fire suppression b. We looked at the water and we c. We would have to have bigger line and bigger pump. d. Eric: I would have the fire marshal and the council go and look and see what we would need to have fire suppression. We would need an 8- or 10-inch pipe. We have the pressure just not the flow. We have 6 inch pipe from the corner of 2400 down. e. Dakota: Can't find the petition for Annexation. f. Shantrell Will contact Seth Tate for help in making an annexation petition. g. Dave Wood, what is the council's opinion on this annexation? i. Mark Cowley Leaning towards don't want it. 1. I would love it but there seems to be a lot of things that need to fall into place and what is the benefit for the town? 2. I would be curious to talk to Lewiston and see how this affects the surrounding area with there. 3. Question is whether there is enough profit to make capital improvements? Dakota: It would still be profitable but whether it would be worth it is another question. ii. Colette Dursteler 1. I was just thinking about the water and the logistics of the water. Let's say both Charlie and Brady were to annex it would be a benefit to the town. 2. I think the need is there. 3. Feels like it would be a good thing iii. Dave Lee: 1. I agree with Mark about this because I have been on Planning and Zoning. 2. I am a no not on it because I don't think the benefit for the town is big enough 3. One of my other concerns is they will build this and then we will have 20 more businesses 4. I would vote no iv. Paul Hansen 1. Water is not a concern 2. I like the looks of the one in Lewiston 3. Bunch of Questions need to be answered. 4. They won't use nearly as much water as the Dairy v. Dave Wood 1. What is the benefits to the town 2. Who would be in charge of the roads and such? 3. I'm no for right now. vi. Motion to Table the discussion for the annexation. 1. Dave Lee 2. 2nd Mark Cowley 11. Brady Lindley Annexation a. 160-acre parcel b. Looking into splitting it into about 10 parcels and building a single dwelling per parcel. c. Talking with the county d. Dave lee: Do you have any water on the land? I think we do. For agriculture we have 5 acres and 350-foot frontage. Could also be residential mixed use. I think it is the residential agriculture. Which is 1 acre and 150 frontages. e. Brady I was talking to a surveyor, and we have enough to do like 15 But I just want to do 10. f. Ultimately, we would like this to be in Amalga with all the benefits. 12. Vote on water Impact Fee Motion to adopt the new impact fee of $6099.56 a. Dave Lee b. 2nd Mark Cowley 13. Vote on Pay raises Stated on the information with the change of the mosquito to $100/ month a. Paul Hansen b. 2nd Dave Lee 14. Council reports: a. Paul Hansen: i. Newton youth council thing cost me 8 got talking to her about our youth council. Kathy says that she will help Katheryn Ward with helping. Hoping to reboot it next year. Maybe Benson would like to merge with us. ii. Christmas party is on December 1st parade will start at 6:00 Doing Cookies that the kids can decorate. Have talked with fire and sheriff. iii. Pickle ballers net up because they are still using the courts will leave them up until it freezes. iv. Had a dance in here. b. Colette Dursteler i. Ed is almost done with the bathrooms, probably another week and the bathrooms will be done ii. Contacted the county recorder to contact us about any changes in parcels at the county level. c. Mark Cowley i. Things look good. ii. Also need to talk to Kacee to send out letters about their copper/lead pipes. d. Dave Lee- i. Zoning Clearance Application from Clayton Showell for a carport cover ii. Subdivision Application from Doug Hansen to divide parcel number iii. Follow up on Kurtis Falslev subdivision issue the two parcels in question have not yet been restored to one lot. Mr. Falslev had not contacted P&Z to be on the agenda iv. Two illegal occupations were reviewed v. Discussion on setting up a baseline from the center of all roads in Amalga to serve as the beginning point for property line setbacks. After discussion we realized that the Town has a Master Street Plan 15. Mayor's report a. They are still painting the roads. b. Met last month for COGG we didn't get the money so we will put it in next year. c. The pump house we will have a test load on the pump house for it's semiannual test d.
