- Planning and Zoning Approved Minutes for December 3, 2025 The Planning commission met on Wednesday, December 3, 2025 at the public safety building located at 130 W. Main in Cleveland, Utah at 7:00 pm. Those present were commission members: Tyler Rowley, Nancy Livingston, Logan Ellis on phone, absent were Dylan Horrocks and Lowell Gardner. Council Member Kristen Vose was in attendance. Public attendees: none The Meeting was called to order by Tyler Rowley at 7:06 pm. Pledge was led by Tyler Rowley. Minutes: Logan Ellis made a motion to approve the minutes for Nov. 5, 2025. A second was made by Nancy Livingston. All were in favor, motion passed. Public Comments: None Action Agenda: Item #1: Discuss/Approve/Deny 2026 meeting schedule. Nancy Livingston made a motion to approve the 2026 meeting schedule with meetings on the first Wednesday of the month at 7 pm. Second by Logan Ellis. All were in favor, motion passed. Work Meeting Item #2: Discussion/develop/approve/deny development of ordinance for motel units, cabins, and recreational vehicle courts. Looked at building permits on Orangeville Ordinance 11-11-25-4 Section G: Enforcement Provisions. Use parts of Cleveland's vehicle court and subdivision ordinances combined with Orangeville's. Orangeville's Ordinance 11-11-25-5 on appeals has short statement with reference to code. We will reference to Cleveland Subdivision Ordinance for Appeals with 2-3.11, 12 and 2-3.17. Next month look at 11-11-25-6,7 from Orangeville. Question brought up at end about whether people can have septic tank in town limits or is there an ordinance stating has to use town sewer system. Council Kristen Vose feels that they are supposed to have town sewer system. Item #3: Adjourn Meeting: Logan Ellis made a motion to adjourn. Nancy Livingston seconded.
