Cleveland Town Council Meeting Pending Minutes December 11, 2025 The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, December 11, 2025 at 7:00 pm. In attendance were: Kristen Vose, Mayor Shawna Horrocks, Whitney Guymon, Carl Sitterud. Chance Thompson was absent. Clerk Nancy Livingston. Treasurer Heather Holt on phone. Public Attendance: none Called to order at 7:05 pm. Pledge led by Mayor Horrocks. Minutes: Carl Sitterud made a motion to approve November meeting minutes. Seconded by Kristen Vose. All were in favor, motion passed. Public Comments/Questions: none Item #1 Public Hearing for water utility rate increases. Kristen Vose made a motion to open the public hearing with a second by Whitney Guymon at 7:07 pm. All were in favor, motion passed. Mayor explained that CVSSD was raising their rates for the next 4 years. The Town needed to raise their rates according to CVSSD's increase. No public comment on rates. Kristen Vose made a motion to close the public hearing with a second by Shawna Horrocks. All were in favor, motion passed. Item #2. Discuss/Approve/Deny Resolution to increase water utility rates. Went over the water rate increases in Resolution. Shawna Horrocks made a motion to approve Resolution 12112025 to raise water, sewer, and secondary water rates over a four-year period. Seconded by Whitney Guymon. Roll Call Vote: Carl Sitterud-yes, Shawna Horrocks-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed. Item #3. Discuss/Approve/Deny audit of Cleveland Town by Smuin, Rich, and Marsing. Heather Holt, treasurer, explained the findings from Smuin, Rich, & Marsing about budget. Extra money was from Commission money from park and fire dept money that was put in at end of fiscal period and was to be used in next fiscal period. Item #4 Discuss/Approve/Deny changing cemetery policy for vaults. Heather Holt, treasurer, explained about changing the type of vault that is used in our policy from just cement to adding a poly guard vault. It is cheaper and supposed to be better at keeping water out. Kristen Vose suggested giving them an option in the policy. Whitney Guymon suggested adding a reliability release. Item #5 Discuss/Approve/Deny rent amount for Old Town Hall for exercise classes. The contract Karen Griffin had for an exercise class at the Old Town Hall was for $100.00 per month. Averages out to $4 a day. Motion by Carl Sitterud to allow rental use for exercise classes at $4 a daily session. Second by Shawna Horrocks. Majority were in favor, motion passed. Abstaining from voting was Whitney Guymon. Item #6 Discuss/Approve/Deny 2026 proposed meeting schedule Kristen Vose made a motion to approve the meeting schedule for 2026 with meetings on the second Thursday of the month at 7 pm. Second by Whitney Guymon. All were in favor, motion passed. Item #7 Discuss/Approve/Deny planning for Town Christmas Party. Town Christmas party: Kristen Vose ordered potatoes and rolls from Stewarts and will pick up Dec 19 around 5 pm. Mayor booked Santa. Kristen Vose will get tub from IFA to hold drinks. Tom Eden from Coke will donate some drinks. Getting Our Smoke on is doing the mac n cheese and meat. KFJ C store is doing the desserts. Mayor Horrocks and Whitney Guymon will help deliver Angel Tree gifts. Item #8 Discuss/Approve/Deny letters for non-compliance and updates with ongoing compliance issues. Mayor Shawna Horrocks will talk to lawyer about Jensen's letter. Dog fine still unpaid. Shed on 300 West still not moved. Send letter with fines included. Item #9 Discuss/Approve/Deny bills and city financials for payment. Motion to pay the bills and city financials was made by Whitney Guymon. Second by Kristen Vose. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Horrocks-yes, Carl Sitterud-yes. All were in the affirmative, motion passed. Item #10: Council Reports. Chance Thompson: (LEPC): absent Shawna Horrocks: (CVSSD, EMS):EMS and CVSSD approved budgets and meeting schedules. Kristen Vose(PZ): Planning and Zoning continued working on recreational vehicle court ordinance and approved meeting schedule. Whitney Guymon (YC): Did not get on Elmo's agenda for December, but will for January to talk about dog issues. Shanae Butler, who is making town shirts, needs 10 shirts per design for a full order. Carl Sitterud (Rec): needs letter for him to be on it. Item #11 Adjourn Meeting. Kristen Vose made a motion to adjourn the meeting. Second by Whitney Guymon. All were in favor, meeting adjourned.
