Call to Order - Mayor Dan Catlin 2. Pledge of Allegiance - Jenny Chamberlain 3. Statements of Belief/Opening Prayer - Valerie Preslar B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from December 17, 2025 City Council Meeting. D. CITY DEPARTMENT REPORTS: 1. Ash Creek Special Services District Representative - Mike Chandler 2. Hurricane Valley Fire District Representative - Robert Hooper 3. Assistant City Manager - Darrin LeFevre 4. City Manager - Ben Billingsley E. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact staff directly. F. BUSINESS: 1. Discussion on Water Leak Communication and Relief Process. 2. Discussion and possible action on Resolution 2026.XX - Non-Irrigation User Water Policy. 3. Discussion and possible action on Resolution 2026.XX - Zions Bank Signatory Update. 4. Discussion possible action on appointing Toquerville City Mayor Pro Tempore for 2026 through 2027. 5. Discussion and possible action on Resolution 2026.XX - Washington County Solid Waste District Representative Appointment. 6. Discussion and possible action on Resolution 2026.XX - Ash Creek Special Service District Representatives Appointment. 7. Discussion and possible action on Resolution 2026.XX - Southwest Mosquito Abatement and Control Representative Appointment. 8. Discussion and possible action on Resolution 2026.XX - Hurricane Valley Fire District Representative Appointment. 9. Discussion and possible action on Resolution 2026.XX - Mayoral Appointments. 10. Discussion and possible appointment of a Planning Commissioner for a four-year term. 11. Discussion and possible appointment of a Planning Commissioner for a one-year term. 12. Discussion and possible appointment of a Planning Commission Alternate for a four-year term. 13. Discussion on Strategic Planning process. G. CLOSED SESSION: Discuss litigation, security, property acquisition or sale or the character and professional competence or physical or mental health of an individual (if needed). H.
