Wellington City Council Minutes Meeting held November 25, 2025 at Wellington City Hall Located at 150 West Main Street, Wellington, Utah at 6:00 P.M. Present: Mayor Jack Clark, Councilmember Bill Juber, Councilmember Bryan Thayn, Councilmember Barney Zauss, Councilmember Kyle Monson, Councilmember Kathy Hascall Absent: City Staff: Rebecca Evans, June Rich, Tom Kosmack, Kevin Saccomano, Lane Neese, George Anderson Attendees: Betty Rich, Susanna Watts, Jennifer Clark, Ashley Yakovich, Paula Udovich, Val Udovich, Cody Austin, Jonathan Grasso, Nathan Carlson, Chris Gravett, Nalie Gravett, Adam Sipes, Blake Reed, Mark Larsen, Anthony Powell, Will Ehler, Seth Wells Agenda Item #1 Pledge of Allegiance, Roll Call, and Approval of Prior Meeting Minutes At 6:00 pm, Mayor Clark opened the meeting stating that everyone was present. Motion: Councilmember Zauss made a motion to approve the meeting minutes from November 12, 2025. Councilmember Hascall seconded the motion; followed by Councilmember Monson, Councilmember Thayn and Councilmember Juber. Councilmember Hascall made a motion to approve the meeting minutes from November 19, 2025. Councilmember Zauss seconded the motion; followed by Councilmember Monson, Councilmember Thayn and Councilmember Juber. Agenda Item #2 Public Comment Period During public comment, Paula Udovich, Val Udovich, and their grandson Kyzler expressed heartfelt thanks to the Wellington Police Department, Fire Department, and all who assisted in the rescue following the semi-truck crash into their home. They thanked the entire Wellington community for saving their lives. Councilmembers acknowledged the incident and noted the remarkable circumstances surrounding the rescue. A group photo was taken with the family and first responders. Agenda Item #3 Enrique Gudino - Property Lease/Buyout Proposal The Council discussed an inquiry from Enrique Gudino regarding the potential sale of Wellington City property. It was reported that the railroad holds an easement on the property, which would likely prevent a sale since any permanent structures would need to be removed if the railroad required use of the area. Councilman Monson noted he has a meeting scheduled with the County next week to obtain additional information, including full title and mapping details. Mayor Clark stated that based on current findings, the City most likely will not be selling the property. The Council indicated the sale is unlikely to proceed due to the easement. Motion: Agenda Item #4 Ashley Yakovich - Friends of Wellington City Partnership Ashley Yakovich presented a proposed Memorandum of Understanding (MOU) between Wellington City and Friends of Wellington, a volunteer-led nonprofit formed to support the city through beautification and service projects. She explained that the MOU establishes a framework for coordination with the city, creates no financial obligation for the city, and does not alter city authority. A flowchart was presented outlining how project ideas would be reviewed by Friends of Wellington and then submitted to the city council for approval. Councilman Thayn raised questions regarding clarity of financial terms and grant reporting responsibilities, and Yakovich clarified that all projects and reporting requirements would be handled on a per-project basis with Council approval. Motion: Councilman Zauss made a motion to approve the Memorandum of Understanding between Wellington City and Friends of Wellington. Councilman Juber seconded the motion. The motion passed with Councilmembers Zauss, Juber, Monson, and Hascall voting in favor, and Councilman Thayn voting against. Agenda Item #5 Jennifer Clark - Friends of Wellington Grant Partnership Jennifer Clark presented a proposed partnership between Wellington City, Friends of Wellington, and SERDA to pursue a grant for a pickleball court. Wellington City would be the official applicant, with SERDA assisting with the application and Friends of Wellington leading community outreach. The grant requires a 50/50 match that could be met through volunteer hours and in-kind donations. Councilmembers expressed concerns about potential conflicts with existing park renovation grants. The council tabled the discussion until the next meeting for further coordination. Motion: Agenda Item #6 RESOLUTION 2025-05: A RESOLUTION PROVIDING FOR THE CREATION OF A MUNICIPAL BUILDING AUTHORITY, AUTHORIZING OFFICIAL ACTION, AND PROVIDING AN EFFECTIVE DATE. Wellington City presented Resolution 2025-05 for the creation of a Municipal Building Authority, providing authorization for official action. The resolution includes the record of proceedings, the resolution document, and the articles of incorporation. Motion: Councilmember Thayn made a motion to pass Resolution 2025-05. Councilmember Zauss seconded the motion; followed by Councilmember Monson, Councilmember Hascall and Councilmember Juber. Agenda Item #7 Appointment of Barney Zauss to Represent Wellington City to PRWID The council discussed the appointment of a Wellington City representative to PRWID. It was noted that Councilman Zauss is the current representative and that the position has a significant learning curve, though he is now comfortable in the role. PRWID meetings are held on the first and third Tuesdays at 11:00 a.m. It was discussed that Zauss' Council term expires December 31, at which time he would serve as an appointed citizen if reappointed. The matter was tabled and placed on the agenda for the next work meeting for further discussion. Motion: Agenda Item #8 Moving of City Hall Offices The Council discussed plans for the City Hall office move, with the tentative moving date set for December 19, the weekend before Christmas. Technology services will be on-site to set up computers and servers, and some items may be moved in advance to allow for proper workstation setup. The Council agreed to proceed with the planned move. Motion: Agenda Item #9 Councilmember Reports Councilman Zauss reported on the ongoing water lawsuit, noting there are no new updates at this time. The case is scheduled to go to trial around December 7th in Sevier County. Costs will be shared among Wellington, Helper, and the canal company based on water ownership percentages, with Wellington holding approximately 13%. He also noted that the city cannot opt out of the litigation. Motion: Agenda Item #10 Unfinished Business Motion: Agenda Item #11 Possible Closed Session to Discuss the Character, Professional Competence, or Physical or Mental Health of an Individual. Motion: Councilmember Monson made a motion to enter a closed session at 6:54 PM. Councilmember Hascall seconded the motion; followed by Councilmember Juber, Councilmember Zauss and Councilmember Thayn. Councilmember Thayn made a motion to exit the closed session at 7:16 PM. Councilmember Monson seconded the motion; followed by Councilmember Hascall, Councilmember Zauss and Councilmember Juber. Adjourn Motion: Councilmember Thayn made a motion to adjourn. Councilmember Hascall seconded the motion; followed by Councilmember Zauss, Councilmember Juber and Councilmember Monson. Meeting adjourned at 7:16pm Next meeting will be December 10, 2025, at 6:00 P.M. at the Wellington City Hall.
