Agenda Item #3 Enrique Gudino - Property Lease/Buyout Proposal
Enrique Gudino did not attend the meeting. The Council discussed a request from Gudino to lease or purchase a small,
triangle-shaped piece of city owned property adjacent to his car lot, near the new restaurant site. Councilmembers
noted the property may be needed for parking or as a turnaround for semi-trucks.
Members expressed a preference to consider a lease rather than a sale to maintain control over landscaping along the
sidewalk. Additional concerns were raised about highway access, driveway placement, and variations in the railroad
right-of-way. The Council agreed the applicant must attend the next meeting to explain his intended use of the property.
They remain open to a lease option but not a sale, pending clarification of the railroad right-of-way boundaries.

Agenda Item #4 Councilmember Reports
Councilmember Kathy Hascall and Councilmember Bryan Thayn reported on the Community Development Block Grant
(CDBG) workshop they attended. The workshop provided valuable information on available federal funding through
the HUD program for projects such as rebuilding old structures, community improvements, and infrastructure
upgrades. Potential projects discussed included city building rehabilitation, park equipment relocation, Main Street
improvements, infrastructure mapping, and pond enhancements. The Council noted Green River's success with Main
Street study funding as an example. The CDBG application deadline is December 1, and a public hearing is required
prior to submission. Hascall also provided an update on the Rural Communities Opportunity Grant from the Governor's
Office of Economic Opportunity, which has been used locally by Flawless Sheeting for equipment purchases. She has a
meeting scheduled with the office to gather more details before the end-of-October deadline and will follow up on
whether this grant can be combined with the CDBG public hearing.
Councilmember Zauss reported on the kickoff meeting for the city building project with the new architect. The
meeting included a review of plans and several new ideas for improvement. The project will move forward in multiple
phases, beginning with the collection of approximately 100 samples to test hazardous materials prior to
demolition. Geotechnical studies are scheduled to take place within the next few weeks, and coordination with SHPO
will occur to obtain necessary historical documentation. The next building project meeting is set for November 12, at
which time the architect will present plan revisions based on the suggestions discussed.
