Director December 24, 2025 GRANTSVILLE WASTEWATER TREATMENT PLANT UPGRADE PUBLIC NOTICE OF FINDING OF NO SIGNIFICANT IMPACT TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS The Division of Water Quality (DWQ), Utah Department of Environmental Quality (DEQ), herewith publishes a Finding of No Significant Impact (FONSI) for the Grantsville Wastewater Treatment Plant Upgrade located in Grantsville, Tooele County, Utah. An Environmental Assessment (EA) was developed to examine potential environmental impacts associated with the project. As required by guidelines for preparing Environmental Impact Statements (EIS), an environmental review was performed on the proposed State of Utah, DWQ action below: PROJECT INFORMATION PROJECT NAME: Grantsville Wastewater Treatment Plant Upgrade MAILING ADDRESS: 429 East Main Street Grantsville, UT 84029 PROJECT LOCATION: 630 North Race Street Grantsville, UT 84029 WATERCOURSES: Blue Lakes ESTIMATED PROJECT COST: $26,750,000 PROJECT NUMBER: SRF 283 FEDERAL/STATE/LOCAL SHARE: $16,000,000 from Utah Water Quality Board (Board) and $18,633,000 in local contribution. PERMIT INFORMATION FACILITY NAME: Grantsville City Water Reclamation Facility MAILING ADDRESS: 429 East Main Street Grantsville, UT 84029 TELEPHONE NUMBER: (435) 884-3411 PERMITTEE NAME: Grantsville City PERMIT TYPE: Utah Pollutant Discharge Elimination System PERMITTEE NO.: UT0021130 PERMITTEE NAME: Grantsville City PERMIT TYPE: Biosolids Permit PERMIT NO.: UTL021130 BACKGROUND Grantsville City is upgrading their wastewater treatment plant to treat up to 3 million gallons per day to meet current and future needs. This project will consist of a fine bubble diffuser aeration system, new headworks building, biological nutrient removal basins, secondary clarifiers, and tertiary filtration within the current property line. The discharge location will remain the same discharging into a ditch that connects to Blue Lakes. A Level II Antidegradation Review was completed because this project will result in an increase in flow. The Board approved funding for this project by authorizing a $16,000,000 loan at 0.75% over 30 years. The rest of the balance of the project will be made up using local contribution of $18,633,000. The proposed project will occur on a construction site which has previously been disturbed. No wetland impacts are anticipated for the project. The proposed project would not modify or eliminate any recreational open space and would be unlikely to impact any agricultural lands. The project should not cause any increased impacts to air quality. The additional discharge should not significantly alter stream flow conditions or result in stream bank modifications. An EA was prepared by Jones & DeMille Engineering. The EA evaluated the potential environmental effects and consequences of the proposed addition. ANNOUNCEMENT This notice announces the availability of the EA and the Wastewater Treatment Plant Study for public review and comment. Based on the information in the EA, as summarized here, DWQ determines that the proposed action will not significantly impact water quality. Additionally, the review process did not indicate significant environmental impacts would result from the proposed action. The preliminary decision is to not prepare an EIS and the DWQ is issuing a FONSI for the proposed action. This action is taken on the basis of a careful review of the Wastewater Treatment Plant Study, environmental information documents, and other supporting information. These documents are available for public review online on the DWQ's Public Notice Webpage. Comments supporting or disagreeing with this decision may be submitted for consideration by DWQ. After evaluating the comments received, DWQ will make a final decision. No administrative action will be taken on the project for at least thirty (30) calendar days while advertising the FONSI, Wastewater Treatment Plant Study, and EA.
