Mayor Quarnberg called the meeting to order at 7:00 pm. The Mayor informed the public that proper notice for the city council meeting had been given.

City Council Meeting-
1- DISCUSSION ABOUT THE OVER PAYMENT OF PROPERTY TAXES BY REDMOND MINERALS-
Mayor Quarnberg turned the time over to Malcom Nash from Sevier County to go through the circumstances that led to the over payment of property taxes to Aurora City in 2022. He stated that Redmond Minerals had been using an accounting system that was too small for a company the size of Redmond Minerals and that this had caused an error in the calculation of property taxes. He also stated that central valuation had reduced the value of the Western Clay business so that the taxes were assessed at a higher rate than they should have been. Mr. Johnson noted that he was aware of the reduction in assessed valuation, but that Aurora City had not been made aware of the overpayment of taxes by Redmond Minerals. Mr. Bastain stated that Redmond Minerals became aware of the problem many months ago but was unaware of how to remedy the problem. The tax overpayment was about $300,000.00 of which Aurora's share was $11,343.00. Mr. Bastain stated that Redmond Minerals would be fine if Aurora would vote to pay back the money in two or three years. Mr. Johnson stated that we are currently in the middle of our budget year so making that big of an adjustment could be difficult but possible.
Many of the Council Members asked questions about exactly how such an over payment could occur because normally statements are mailed to businesses who then proceed to pay from the statements. Mr. Bastain didn't have a great example of how this happened, just that it had happened and needed to be fixed.
The Council discussed pay back options and the pros and cons of waiting or doing it all at one time.
Council Member Andy Rasmussen moved to back the owed money to Redmond Minerals during this fiscal year in order to move on from the problem. Council Member Bryan Sprague seconded the motion. The motion carried unanimously.
Mr. Bastain then brought up the recent car crash by Aurora City Center Street and Highway 24. He asked for Aurora City's help to get UDOT to make road changes and repairs that would allow for turning lanes and more safety lanes to prevent future accidents. Mayor Quarnberg stated that he had visited with UDOT about the problem and that they were reluctant to spend funds that would only benefit one business. He stated that there are so many requests for funds that typically UDOT funds projects that have a greater impact on the general public.
Mr. Bastain and Sevier County officials stated that they would like to set up an appointment with UDOT to discuss the situation and see what progress could be done.
