Mayor Quarnberg called the meeting to order at 7:00 pm. The Mayor informed the public that proper notice for the city council meeting had been given. Clint Johnson gave an opening expression of choice and the Council recited the Pledge of Allegiance.

City Council Meeting-
1- APPROVAL OF MINUTES-
The City Council reviewed the minutes of the October 20, 2025 Council meeting. The Council made a change on the amount of funding given to the Aurora Youth Council as the minutes reflected in the incorrect amount.
City Council Member Andy Rasmussen moved to accept the minutes of the October 20, 2025 meeting as corrected. City Council Member Parker Vercimak seconded the motion. The motion was approved by members: Sprague, Harrison, Rasmussen and Vercimak.

2- OPEN SESSION-
Malcom Nash from Sevier County informed the Aurora City Council that there is an issue with the property tax received from Redmond Minerals. Mr. Nash stated that Redmond Minerals has over paid their taxes which would require that Aurora City give back to Redmond Minerals, $11,343.00. The Council discussed with Mr. Nash how exactly this overpayment occurred and what is required from Sevier County, Sevier School District and Aurora City to make the situation better. Mr. Nash stated that Aurora City could take two or more years to pay the money back or do it all in one year. Aurora City expressed frustration in that they were currently in the middle of their fiscal year and that no one had contacted Aurora City to make them aware of the situation. Mr. Nash stated that a decision needs to be made before December 1, 2025 because that is the tax payment deadline. Since the matter was not on the agenda, it would be necessary to hold a special meeting with an agenda item in order to make a decision as to how to handle the situation. The Council decided that they would hold the special meeting on Monday November 24, 2025.
3- OPENING OF BIDS FOR THE ALIS-CHALMERS 5030 TRACTOR-
Mayor Quarnberg informed the Council that Aurora City had placed their Alis-Chalmers 5030 tractor up for bid. The deadline for submitting a bid was November 17, 2025 at 5:00 pm. The Mayor stated that Aurora City had received three bids for the tractor. Before opening the bids, the Mayor also stated that Aurora City had placed a reserve of $2500.00 on the tractor so that if anyone did not bid more that $2500.00, the tractor would not be sold.
The Mayor opened the bids and here are the results-
Shawn Sorenson - $3111.01
Royce Mason - $601.51
Clint Shaw - $2750.00
Mayor Quarnberg directed Mr. Johnson to make Shawn Sorenson aware that he had won the bid and arrange for pickup.

Mr. Johnson prepared a document that he had received for the City Council to review the results of the 2025 Aurora City municipal election.
Registered voters: 655
Ballots cast: 294
Mayor - Bryan Lee Sprague 273 votes
4 Year City Council Member - Andrew Ben Rasmussen 259 votes
Amy Croft 199 votes
2 Year City Council Member - Parker Cade Vercimak 227 votes
Hunter Rawlinson Whitney 200 votes
Cory James Johnson 107 votes
Rick Brunson 42 votes
Not assigned 9 votes
City Council Member Jim Harrison moved to approve the canvass of the city election. City Council Member Andy Rasmussen seconded the motion. The motion was passed by Council members: Harrison, Rasmussen, Vercimak and Sprague. The members then signed the official document and Mr. Johnson was instructed to return it to Sevier County.
5- PAR TAX APPROVAL AND MOVING FORWARD-
Mr. Johnson informed the City Council that Proposition 12 that was also on the ballot, passed. This proposition reauthorizes Aurora City to obtain .01 of 1% of the sales tax to continue to fund North Sevier Recreation. The results of the election are:
FOR 205 votes
AGAINST 74 votes
This will allow North Sevier Recreation to continue functioning for at least the next 10 years.

6- PLANS FOR SWEARING IN OF NEW OFFICERS-
Mr. Johnson informed the Council that he has set up a dinner on Monday January 5, 2025 at the Aurora Community Center to have the new Mayor and City Council members sworn into office. The dinner will be catered by the Main Event and everyone is invited to bring their spouse or significant other to the celebration. Judge Cyndee Probert will be there to swear in the new officers.
7- CHRISTMAS AT WILLOWBEND DISCUSSION-
City Council member Parker Vercimak informed the Council that preparations were almost complete for the Christmas at Willowbend celebration coming up on Saturday November 29th. Mr. Vercimak stated that the committee had been hard at work and were making this year's celebration larger and better than ever. A few minor details were discussed with the Council and with Jordon the Maintenance Manager.
8- AURORA CITY YOUTH COUNCIL DISCUSSION-
Davis Malmgren, Treasurer of the Aurora City Youth Council and Caitlain Prisbrey, member of the Youth Council attended the City Council meeting to introduce themselves and make the Council aware of upcoming events. Mr. Vercimak informed everyone that the Youth Council is excited to begin service and have many fun things planned.
9- FUTURE PLANS AND PROJECTS DISCUSSION-
Mr. Johnson told the Council that the City is six months into the fiscal year and that adjustments to the budget will be made in January. Mr. Johnson also mentioned that there are a few projects and expenses that have been discussed in the past:
Shop Expansion $250,000.00 - $300,000.00
Maintenance Truck $60,000.00
Materials Locator Device $7,500.00
Water Study $30,000.00
Lot Clean-up expenses $30,000.00
Land Purchases $100,000.00

Council Member Andy Rasmussen moved to approve $7500.00 for a Materials Locator Device. Council Member Bryan Sprague seconded the motion and the motion was approved by members: Rasmussen, Sprague, Harrison and Vercimak.
10- AUDIT REPORT AND UPDATE-
Mr. Johnson informed the Council that he had completed his yearly audit and the auditors had found one finding during the audit. Mr. Johnson stated that when Aurora City completed their road project, there was roughly $23,000.00 left in the account that was interest that had been generated from the money in the PTIF. CIB decided to take back that money which zeroed out the account. Mr. Johnson was uncertain how to account for the money since it was never money that was received and it was not any money that was spent on the project to he left the funds in the Road Project account. This was not allowed according to the auditors so they wrote Mr. Johnson up with a finding. The final audit report was not yet completed but should be coming soon.
11- DEPARTMENT REVIEWS-
Jim Harrison- Mr. Harrison that everything with the buildings and the court was good and that he had visited with the auditors during the audit and answered questions that they asked about city finances.
Andy Rasmussen- Mr. Rasmussen informed the Council that the Fire Department recently purchased 98 GMC water truck. The department found a used truck online and was able to purchase the truck for $13,900.00. Mr. Rasmussen also requested the annual $500.00 donation to the Fire Department for their Sub-for-Santa program.
Council Member Jim Harrison moved to donate $500.00 to the Fire Department for their Sub-for-Santa program. Council Member Parker Vercimak seconded the motion. The motion passed unanimously.
Parker Vercimak- Mr. Vercimak thanked Mr. Bosh for his help in getting the Christmas tree moved and planted at the Aurora City Park. He also mentioned that the tree moving company went out of their way to make it a good experience for all.
Bryan Sprague- Mr. Sprague mentioned that the Planning Commission had to cancel their meeting because it was against state law to hold a meeting on Election Day.
Jordon Bosh- Mr. Bosh explained that there had been a car crash on the road by Western Clay. He stated that a fire hydrant had been wiped out and what it would take to repair it.

12- WATER AND FINANCIAL REPORTS REVIEWS-
The Council reviewed the water usage report, delinquent report as well as the list of checks written and the budget.
13- ADJOURNMENT-
The Council completed their business at 8:49 pm and the meeting was adjourned with
Jordon Bosh offering a closing expression of choice.
