Public Notice Heber City Ordinance Adoption Notice is hereby given that during the Regular City Council Meeting held December 16, 2025, the Heber City Council adopted Ordinance numbers 2025-30 and 2025-32. Ordinance 2025-30 approved a development agreement with the Springs at Coyote Phase Five. Voting Yes: Council Members Barney, Johnston, Ostergaard, and Phillips. Voting No: none. Council Member Cheatwood was not present for the vote. The motion passed 4-0. Ordinance 2025-32 amended the Consolidated Fee Schedule, updating Planning and Airport fees. Voting Yes: Council Members Barney, Cheatwood, Johnston, Ostergaard, and Phillips. Voting No: none. The motion passed 5-0.
