Austin Community Special Service District
Minutes of the scheduled regular meeting of the Austin Community Special Service District Held the 10 of December 2025 was held at the town hall 35 W Main Elsinore Utah. The meeting commenced at 6:00 pm with Chairman Shannon Heaps and Board Members Bob Teagle, Donny Hansen, and Jeff Roberson. Austin Community Clerk, Marsha Johnson and Treasure Holley Fillmore in attendance.
Absent were Board member Kendall Torgerson and County Commissioner Ralph Brown.
1. Chairman Shannon Heaps called meeting to order at 6:00 pm
2. Minutes from previous meeting motion to approve by Chairman Shannon Heaps Board member Donny Hansen 1st and Bob Teagle 2nd the motion all approved.
3. Chairman Shannon Heaps made a motion to approved New Treasure Sara Talley and new board members Kelly Johnson and Lester Carrol. Giving a vote of thanks to Holly Fillmore and Kendal Torgerson. Bob Teagle 1st and Donny Hansen 2nd the motion all approved
4. Financial Budget reported by Holly Fillmore, Chairman Shannon Heaps made a motion to approve. Board member Donny Hansen 1st with Bob Teagle 2nd the motion all approved.
5. Outzens would like to subdivision property into 4 lots they asked for a guarantee that ASCCD would sell water to these lots. Chairman Shannon Heaps made a motion to approve Donny Hansen 1st and Bob Teagle 2nd the motion all approved.
6. Water System Report from Scott Hansen EPA notices mailed to all water owner in November billing.
7. Parker Vercimak JDE culinary project lead discussed and reviewed service line project. The project is completed and working efficiently. Future copper/lead project line replacement estimate to cost 13,000.00. Chairman Shannon Heaps made a motion to give a vote of thanks to Parker Vercimak JDE for finishing this project and to move forward with the lead and copper mandatory project Bob Teagle 1st and Donny Hansen 2ns the motion all approved.
8. No Public comment, Chairman Shannon Heaps motion to adjourn meeting at 7:13pm with next meeting in March 2026 Bob Teagle 1st and Donny Hansen 2nd the motion all approved.
