Cleveland Town Council Meeting Approved Minutes November 13, 2025
The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, November 13, 2025 at 7:00 pm. In attendance were: Kristen Vose, Mayor Shawna Horrocks, Whitney Guymon, Carl Sitterud, and Chance Thompson. Clerk Nancy Livingston. Treasurer Heather Holt on phone. Public Attendance: none
Called to order at 7:04 pm. Pledge led by Mayor Horrocks.
Minutes: Kristen Vose made a motion to approve October meeting minutes. Seconded by Whitney Guymon. All were in favor, motion passed.
Public Comments/Questions: none
Item #1 Discuss/Approve/Deny Old Town Hall auditorium rental for Science Fair home-schooled students in February.
Whitney Guymon wanted to know if they could use building without rental fee because this is for education purposes. Motion to approve Old Town Hall for use for science fair with no rental fee by home-school students on February 6, 2026 was made by Kristen Vose. Second by Chance Thompson. All were in favor with Whitney Guymon abstaining, motion passed.
Item #2 Discuss/Approve/Deny prices for renting Old Town Hall rooms or gym for adult exercise/workout class.
Whitney Guymon would like to know what the fees would be to use Old Town Hall for exercise classes. Kristen Vose asked if it was known what Karen Griffin was charged when she did Zumba. Will need to research.
Item #3 Discuss/Approve/Deny where radar speed limit signs will be located.
One should be located on west side of HWY 155 in front of speed sign. The second needs to go on HWY 155 North on a level spot before speed sign, but after Guymon Lane.
Item #4 Discuss/Approve/Deny planning for Town Christmas party and Tree Lighting Ceremony.
For the tree lighting ceremony hot cocoa and doughnuts from KFJ C store. For Christmas dinner Kristen Vose stated that KFJ C store will do desserts, Stewarts will do rolls and potatoes, and Getting Our Smoke on will do meat and mac n cheese. Need to ask Coke if they can contribute drinks. Plan for 150 people like last year. Ask Melissa Allred to do Tree Lighting Ceremony again.
Item #5 Discuss/Approve/Deny audit of Cleveland Town by Smuin, Rich, and Marsing.
The clerk read the three audit findings sent by Smuin, Rich, & Marsing. Explained about the first finding that office staff was working on the financial report when auditor told them she had already done it. Council would like clarification from audit company on findings 2 & 3.
Item #6 Discuss/Approve/Deny yearend bonuses for town employees.
Using last year's amounts, the office staff will receive $300 each, O'Ville caretaker receives $200, maintenance gets $250 with a split between the two workers at $125 each. Fire chief to receive $360. Fire Chief asked for his bonus to go to assistant fire chief. Motion to approve bonuses as discussed made by Mayor Horrocks. Second by Whitney Guymon. Roll Call Vote: Chance Thompson-yes, Carl Sitterud-yes, Shawna Horrocks-yes, Kristen Vose-yes, Whitney Guymon-yes. All were in the affirmative, motion passed.
Item #7 Discuss/Approve/Deny letters for non-compliance and updates with ongoing compliance issues.
Jensen animal sheds-ask attorney about whether or not we should send monthly fee notices. Dog issue-send letter stating fine needs to be paid. Shed on 300 West has not been moved, send letter with fine notice to start 30 days from date of letter.
Item #8 Discuss/Approve/Deny bills and city financials for payment and $7300 for radar signs.
Motion to pay the bills and city financials was made by Whitney Guymon. Second by Carl Sitterud. Roll Call Vote: Whitney Guymon-yes, Kristen Vose-yes, Mayor Horrocks-yes, Chance Thompson-yes, Carl Sitterud-yes. All were in the affirmative, motion passed.
Item #9: Council Reports.
Chance Thompson: (LEPC): missed meeting, waiting for update.
Shawna Horrocks: (CVSSD, EMS):EMS will start another class to try to recruit. CVSSD end of year projects.
Kristen Vose(PZ): Planning and Zoning had Carl Sherman came to redo his zoning permit. Continued working on recreational vehicle court ordinance.
Whitney Guymon (YC): T-shirt orders have slowed down. I am on Elmo's agenda for December to talk about dog issues.
Item #10 Adjourn Meeting.
Kristen Vose made a motion to adjourn the meeting. Second by Chance Thompson. All were in favor, meeting adjourned.
