MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES OF THE MOUNTAIN GREEN FIRE PROTECTION DISTRICT December 3, 2025 2026 Budget Public Hearing and Approval 6:30 P.M. 4565 WEST OLD HIGHWAY ROAD MOUNTAIN GREEN, UTAH 84050 NOTE: these Minutes are not intended as a verbatim transcript of the issues discussed at the meeting of the Board of Trustees. Rather, they are intended to reasonably summarize and highlight the substantive discussions of the issues set forth in the Agenda. The Board of Trustee meeting were recorded. Prior to the trustee meeting, the meeting participants were given a tour of the new Squad 132 vehicle. Trustee Barnes called the meeting of the Board of Trustees to order. Members of the Board of Trustees of the Mountain Green Fire Protection District in attendance: Tim Barnes Rici Johnson Saul Grasteit In attendance from Operations were: Chief Brian Brendel and Golden Barrett No members of the public were in attendance. Trustee Barnes asked if any in attendance had a conflict of interest in the matters being discussed at the meeting or otherwise. All present indicated they had no conflict of interest. 2025 Budget Hearing was called to order by Trustee Barnes. Agenda Item No. 1: 2025 Budget Hearing and Approval Trustee Barnes reviewed changed to the preliminary budget based on the YTD spreadsheet to more accurately budget 2025 expenses. All changes were made based on the Budget proposal meeting in November. One change will be made based on observation from Chief Brendel. The Fire House payment will be paid from the Impact Fee account instead of the Capital Projects account as per State of Utah guidelines. Trustee Barnes will change to the final budget. Trustee Barnes reviewed the current PTIF account balances. Transfers were needed in November from the reserve account to cover payroll and operational expenses. Increased funds will be needed in the future to meet increased costs of operations and ensure safety of increased population and businesses in Mountain Green. The increased budget proposal for 2026 was approved to fill the gap in the budget. Each line items of change were reviewed. The budget income is equal to the expenses budgeted for 2026. Trustee Johnson made a motion to approve the 2025 budget and Trustee Grasteit seconded the motion. Budget approved for 2026 and will be posted on the State of Utah Public Notice Website for review. Trustee Johnson made a motion to close the 2025 budget meeting. Trustee Grasteit seconded the motion and the Public Hearing and Budget approval meet was closed. December Board of Trustee Meeting followed the 2026 Budget Hearing: The next matter concerned approving the Minutes for the November 3, 2025 meeting of the Board of Trustees. Trustee Barnes confirmed that the preliminary Minutes had been distributed to all the Trustees and Chief Brendel. Trustee Barnes asked if anyone had any comments or questions about the Minutes. No one had any comments or questions about the minutes. Trustee Johnson then made a motion to approve the Minutes; Trustee Grasteit seconded the Motion. The motion was approved. Trustee Barnes set the next date for the Trustee meeting for January 12, 2026 at 6:30 p.m. All present indicated they planned on attending the January 12, 2026, meeting. Agenda Item No. 2: Tax Increase 2026 and 2025 Procedures Trustee Barnes received an email from the Utah State Tax Commission, Kristen LeFort, informing the MGFPD as follows: 'We have reviewed all the documented proof you sent over and determined that the entity has complied with tax requirement code. The requested tax increase will be certified next cycle' All requirements have been met on the Tax Rate Increase Checklist and tax increase will begin in 2026. The Tax hearing was a great opportunity to partner and inform Mountain Green residents. The MGFPD appreciates the support our fire fighters and participation in the budget increase process. The budget had not been increased since 2018. Agenda Item No. 3: 2026 Meeting Schedule Trustee Barnes handed out the trustee meeting schedule for 2026. The meeting schedule is now posted on the MGFPD.org site. Agenda Item No. 4: Fire House Expansion Discussion/Impact Fees Golden spoke top our partnership with the land owner behind the fire house and has been working with them to discuss their assistance in expanding our fire house land, Also, the next stage of the construction behind the fire house will include removal of the berm and relocation of the electrical supply to the fire station. The MGFPD may be responsible for the expense associated with the relocation of the electrical supply. Impact fees will be used to relocate electrical supply, fire house renovation and expansion. Agenda Item No. 5: New Business - The MGFPD is being overwhelmed by multiple calls to one resident. The chief and trustees will partner with out lawyer to establish a fee schedule for excessive calls to assist in recovering the expense associated with excessive emergency calls. - 2026 fee schedule for services performed by our fire department will be a top priority in 2026. Currently, some of these fees are collected by the county or are not collected at ll. The proposed fee schedule would be based on the Morgan Fire fee schedule for consistency. - Trustees discussed wage increases for fire fighters in 2026 to be competitive with other agencies and to meet scheduling needs for our growing community. - Chief Brendel discussed recent gas leak on Old Highway. This was a extremely dangerous situation and road closures were necessary to protect the public. - Thanks to Chief Brendel for leading the gas leak incident. His experience and quick action saved lives and a possible explosion. - Thanks to Golden Barrett for his work on the fee schedule. Agenda Item No. 6: Adjournment Trustee Johnson made a motion to adjourn the meeting at approximately 8:35 PM. Trustee Gratseit seconded the motion - the motion passed.
