Set the Public Hearing date and time for the 2026 Budget and Rate Increase. Motion was made to begin the rate increase public hearing at 6:00 pm, followed at 6:15 by the proposed 2026 budget hearing. Motion: Brenda Rogers Second: John Corkery Vote: 4-0 in favor Mark Marcum, Fire Suppression Pond Mark was not in attendance, so it was tabled until he is here. Open Board Position Interview and Recommendation to the County Commission -Stephen Stocks, County Attorney, email on the subject -Application from Shelly Thayn -Interview -Recommend the applicant to the Grand County Commission After reviewing the email from Stephen Stocks and Shelly Thayn's application, the motion was to recommend Shelly Thayn to the Grand County Commission for approval to the TSSD board to fill the vacant position. Motion: Bill Winfield Second: John Corkery Vote: 3 - 0 in favor, with Les Thayn abstaining due to a conflict of interest. Water Operator - Transition from a salaried to an hourly pay rate. Current Salary $1160 gross per month $29.00 per hour Les has visited with Ryan and proposed moving Ryan from a salary to an hourly rate of $35.00. The monthly amount will be about the same as his salary. He will turn in his monthly time card to Shelly. The motion was made to move Ryan Bell, Water Operator, from a salary to an hourly rate at $35.00 per hour. Motion: John Corkery Second: Bill Winfield Vote: 4 - 0 in favor Base Rate Recommendation from Janell Braithwaite, Management Technician, RWAU Shelly presented the findings from Janell Braithwaite, with the Rural Water Association of Utah. It is recommended that we incrementally increase our base rate over time. The base rate should be fixed, without variables. After a lengthy discussion of increasing our base rate by 5%, 7%, or 10%, a motion was finally made. The motion was made to increase our base rate by 7%. Motion: John Corkery Second: Bill Winfield Vote: 3-1 with Brenda Rogers voting nay. Then an amended motion was made to increase our base rate by 7%, and to move the date of the rate increase from July 1st in our Rules of Operation to January 1 of each year, beginning with January 1, 2026. Motion: John Corkery Second: Bill Winfield Vote: 3-1 with Brenda Rogers voting nay. Rate Increase - Meter Connection, Late Fee & possible late payment penalty -Need to determine new meter connection fees, plus parts from the approved parts list (whatever parts are needed for the individual connection to be determined at the time of installation), for the different connection sizes for our public hearing in December. Current Rates: 3/4-inch $1,200 plus parts 1-inch $1,400 plus parts 1 1/2-inch $1,500 plus parts 2-inch $1,800 plus parts Larger than 2-inch meter fee to be determined by the Board. The board has removed the Impact Fees from the Rules of Operation, at the recommendation of Seth Overson, Utah State Auditor's Office, due to the small size of our water district and changes in the reporting and spending of the Impact Fees. The meter connection fees need to be substantial, since after installation is complete, the district is responsible for maintaining and/or replacing the meter at our expense. Rates were compared to GWSSA and Moab City. A motion was made to present the following meter connection rates at the public hearing in December. 3/4-inch $4,500 plus parts from the approved parts list 1-inch $6,750 plus parts from the approved parts list 1 1/2-inch $11,500 plus parts from the approved parts list 2-inch $20,000 plus parts from the approved parts list Larger than 2-inch meter fee to be determined by the Board. Motion: Bill Winfield Second: Brenda Rogers Vote: 4-0 in favor -Late Fees: With stamps at 78 cents a piece, what about raising the late fee from $12.50 to $15.00? Discussed bringing our rate in line with other districts, and when the late fee is invoiced. The motion was made to raise the late fee to $15.00. Motion: Bill Winfield Second: Brenda Rogers Vote: 4-0 in favor Possible Late Payment Penalty? (GWSSA is 1.5% on past due balance) A late payment penalty is standard, and without much discussion, a motion was made to add a 1.5% Late Payment Penalty to our Rules of Operation. Motion: Bill Winfield Second: Brenda Rogers Vote: 4-0 in favor Rules of Operation Approve with rate increases and impact fees removed. The motion was made to approve the changes to the Rules of Operation, as outlined above, including the meter connection fees, the late fee rate, the addition of a late payment penalty, and the removal of the impact fees. Motion: Brenda Rogers Second: Bill Winfield Vote: 4-0 in favor 2026 Proposed Budget Each member of the board had a copy of the proposed 2026 budget, along with suggestions to help balance it. Each line item was reviewed, and changes were made to balance the budget. The motion was made to present the balanced budget at the public hearing on December 12, 2025, before the board meeting at 6:15 pm. Motion: Brenda Rogers Second: John Corkery Vote: 4-0 in favor DWSRF Planning Grant Fund Balance -$3,975 We have 6 months to use it, or we can turn it back now. This item was tabled until the next meeting to receive additional information on how and where the monies can be spent. GWSSA/TSSD Proposal - Information from Bill Winfield Bill reviewed the need to increase our local rates to continue receiving any type of government grants. Across the State of Utah, special service districts are under an umbrella. With GWSSA input, Bill believes it would be best to consider a phased merger if that is the way we decide to move forward. It's important for us to complete the CIB Grant survey that was sent out.
