Minutes from the Woodruff Town Board meeting held November 18, 2025 at the Town Hall at 5:00 p.m.

Scott Sabey opened the meeting.
Ray Bradshaw wants to do a freedom wall in the Town Hall for his Eagle Scout Project. A freedom wall would consist of documents such as the Declaration of Independence, a Bill of Rights and the Constitution. Joel Marler suggested also putting a flag up somehow. Millie Bradshaw said their idea is to frame all of those documents. They can be different sizes. The board agrees that it is a great idea. They would mount the document to a board and then mount the board to the wall. There were a couple different places suggested. Joel Marler could print the flag and use a flag as a backdrop for the documents. Various suggestions were presented on the best way to complete this. Millie is going to get in touch with Joel to get some of his ideas. Bradshaw's thought the cost would be around $600 with their first idea but may change depending on what else is added. That cost includes the prints, the finished board and the backing. The board will discuss what they could offer towards the project. Ray will finish his paper work to get it passed then will get started.
The board filled out an interest disclosure form.
The lights look great on the wreaths for Christmas decorations.
Seiko Webb made a motion to approve October minutes. Raymond Frandsen seconded the motion. Motion carried unanimously. Seiko Webb made a motion to approve the November bills. Joel Marler seconded the motion. Motion carried unanimously.
The roads turned out really well and the town is happy with it.
The Coke machine will hopefully be taken away soon.
Joel Marler made a motion to accept the results of the election. Seiko Webb seconded the motion. Motion carried unanimously.
The board is going to invite the newly elected board members, Briton Brown and Tyler Walker, to the next meeting.
Mayor Sabey wanted to know if the town should have a dinner this year. Board members, including the newly elected members, would be invited as well as 4th of July helpers including Zach and Amber Kirk, Sim and Meggie Weston, Steve Knudsen, Louie Stuart and Cody Christensen's group of people. The plan is to book it in January sometime. Raymond Frandsen is going to contact Bridget Pugmire to find a day.
The board decided that we will not do Sub for Santa this year because it doesn't seem like there is no need in town. The bishop is going to be contacted to see if there is anyone he knows of.
The building inspector said that he has to have probable cause to inspect a house and the house that is in question looks structurally sound so he has no reason to check the inside. If Mark Cornia, the owner of the house, contacted the building inspector to check the house then it could be checked out. Mayor Sabey is going to make a phone call tomorrow to find out more information. Joel Marler is just concerned what the town's responsibility is in this situation for multiple issues. There have been issues with dogs barking but that is a county ordinance not the town.
Mayor Sabey suggested cutting the bank off and sloping it instead of putting in a culvert because he's worried that the culvert wouldn't hold all the water runoff. Stetson Huffaker's trailer drags every time he drives through it. Stetson Huffaker doesn't think a culvert would be best because water will back up. Stetson said Jason Chandler asked if he would stop using his driveway so Stetson stopped using that road. Huffaker's are going to keep that road clear. The town will find a way to build up the road and fix it so that Stetson's trailer won't drag. There was a discussion about where the town road right-of-ways are. The town is going to try to find a solution to please both Jason Chandler and Stetson Huffaker. Mayor Sabey is going to make a phone call tomorrow to try and figure it out. The board agrees that a culvert would make a bigger mess but it does need to be fixed so that Stetson can access where he needs to without going on Jason's driveway.
Raymond Frandsen wondered if the town needed any trees attended to. Wyatt Wilson has a boom truck and could help trim any trees. The board decided to wait until Spring to see if there is anything needed.
