Town of Goshen Council Goshen Town Hall November 18, 2025 Town Council Meeting 7:00 PM A. Pledge of Allegiance- Randy Thomas B. Prayer - Steven Staheli C. Disclosures- N/A D. Public Input/ Reports, Non agenda items (limited to three minutes)- Dave Okelberry brought up the topic of the cemetery and asking about resident fees. Steven continued that the reason for defining the resident term vs non resident was due to time lived, currently living, taxes still being paid among other factors. It is stated by Rachel, that if they live in a nursing home but resided there right before and still have their home etc, it was resident. But not living here for years doesn't qualify. It was mentioned by Dave he feels his father qualified to be a resident; he lived here 4 months before his passing then he moved back to SLC to live with his sister. He established Drs and everything down here and that to him qualifies him to be a resident here, but he did live in Goshen. The problem with said option was if they do it now to one, then it opens doors to several others asking. Specifically the language could be revisited. Alisha seconds that notion, stating that it can't be to one and not for all. Edna- with all the recent burglaries can they start a neighborhood watch. Sergeant Dutson stated that it's a community effort to do this, on a volunteer basis, so volunteers will drive, call in if anything is wrong, contact dispatch on own etc. Steven said if enough is interested they could do that, get a citizens group together for sure. Other discussions were about dogs and killing chickens etc. These are issues that do need to be watched for sure board and Sergeant noted. Linda Thomas- sub station- what is happening there. It was noted by Bruce Farnsworth that due to theft of copper in several areas to their sub stations, they are doing this (walls and new perimeter protections) to all. Goshen was reported to be one that was vandalized. Norman Thomas- asked about cleaning up the streets in town again. Its getting pretty bad and its mostly around their own homes, and the city guys cant do their jobs with it all over the streets. Steven mentioned they have tried to do positive pressure to do this. Jonathan asked what specific and mentioned all junk cars and junk that aren't licensed/insured need to go it's not good. 1. Approval of Minutes- October 14, 2025- JC motions, Alisha seconds, all in favor. 2. Sergeant Duston Monthly Stats- 39 details, include: 2 animal, 1 domestic, 1 fire, 1 property, 1 sex offense, 1 theft, 1 trespassing, 3 VIN checks, 1 weapons, 2 presentations, 1 disturbance, and Dave Okelberry asked how the town can get faster response times. Dutson explained that it is very situational, due to where deputies are located at the moment. It was asked about getting Santaquin police involved or our own police, Dutson explained their own would be around a million dollars, and or 200 thousand a year to have others here. 3. Pass and Approve 2025 recreation grant agreement between Utah County and the Town of Goshen - This is just a formal acceptance of money that was received/granted. Which the money was/will be used for the bathrooms at the ballpark. Randy motions, JC seconds, all in favor. Steven- Water fill station- meter and sale of bulk water is almost done, we might possibly need to revisit the fee schedule for this and add things to it. There is some money left over still from the grant money and they are looking at putting in 12 more hydrants and a possible one for the transfer station. Legion hall- getting committee together will demo it and salvage the bricks with people's names on them for a memorial wall or something to remember history by. The committee met tonight for the first time and came back with going to draw and plan it out with rough drafts. Using things to do a memorial piece(s) they feel would benefit with future projects. Alisha mentioned that volleyball is going and starting out good, getting ready for that and then Jr Jazz basketball is soon to. All is good. 4. Review & possible action to accept the Bond agreement for Farnsworth Estates Subdivision- Steven explained what this about, that we in our ordinance have an option for a bond, or at risk bond for any development/subdivision. Bruce has asked to do the at risk bond and in doing so, has formulated a quote, and then Town of Goshen asked Sunrise to formulate a quote of said bond. They will be reviewed and Bruce has chosen that Sunrise bond Quote there was a 6k difference for the quotes of bond on the subdivision. This is for if he fails to accomplish things on the improvements. Alisha motions, Randy seconds all in favor. 5. Unofficial Election Results- Steven Staheli had 139 votes, Dave Okelberry had 39 votes, Steven will be the Mayor for the next term. Alisha and Charles were also voted into councilmember positions. 6. Council Updates- Steven - trail- reported that its all done but cross lights on south and north side. -Water- 22 new hydrants so far, goal is to split differences between homes, upping the safety having shorter spans to hydrants, could help insurance-as mentioned by attendees. -Water Fill Station- coming along, they are building a house around it to protect it. Back up generator is still coming in as well. - Legion Hall- formed a committee to save pieces of it, ideas, and inspiration to preserve some but demo it ultimately. F.
