PUBLIC NOTICE is hereby given that the Vineyard City Council will hold a regularly scheduled meeting on Wednesday, December 10, 2025, at 5:00 PM, in the City Council Chambers at City Hall, 125 South Main Street, Vineyard, UT. This meeting can also be viewed on our live stream page.

2.1. Vineyard City Council Vacancy
The mayor and City Council will interview all qualified applicants and vote to appoint a new city council member.
3. RECESS FOR REDEVELOPMENT AGENCY BOARD MEETING
3.1. The Council will hold a brief recess to allow for a meeting of the Vineyard Redevelopment Agency

4.1. The Ruth Presentation
Kelly Smarthwaite with The Ruth and Nathan Hale Theater (The Ruth) will present an upcoming promotion for Vineyard
4.2. Water and Sewer Rate Study Presentation by Zions Bank
Presentation by Susie Becker, Vice President of Zions Bank, on the 2025 study to review the current water and sewer rate fee schedule and provide a rate update based on current and future costs.
4.3. Fiscal Year 2024-2025 Audit Report
Spencer Hintze - CPA - Gilbert and Stewart CPAs will present the FY25 Audited Financial Statements.
The mayor and City Council will move to accept the audit report.
4.4. Independant Third Party Audit Presentation
Chris Harding with CPA Insight Solutions will present the results of their Independent Audit.

5.1. DISCUSSION AND ACTION - 400 South Road Improvements
6. PUBLIC COMMENTS
'Public Comments' is defined as time set aside for citizens to express their views for items not on the agenda. During a period designated for public comment, the mayor or chair may allot each speaker a maximum amount of time to present their comments, subject to extension by the mayor or by a majority vote of the council. Speakers offering duplicate comments may be limited. Because of the need for proper public notice, immediate action cannot be taken in the Council Meeting. The Chair of the meeting reserves the right to organize public comments by topic and may group speakers accordingly. If action is necessary, the item will be listed on a future agenda; however, the Council may elect to discuss the item if it is an immediate matter of concern. Public comments can be submitted ahead of time to pams@vineyardutah.org.

City Attorney Jayme Blakesley presented the recommended amendments to the Municipal Code Titles 2 Administration during the November 12, 2025 City Council meeting. The mayor and City Council will act to adopt (or deny) these changes by Ordinance.
9.6. Property Privacy and Data Policy (Resolution 2025-68)
9.7. Contract Award for Construct Traffic Signals at Vineyard Loop Rd (600 North)/Main Street ($173,000) and 400 North/Mill Road ($248,000) projects using State Contract (Resolution 2025-65)
9.8. Bid Award Lift Station 2 Upgrade project to Corrio Construction ($610,078) (Resolution 2025-66)
9.9. Update to Vineyard City Development Standards and Design Specifications
(Ordinance 2025-15)
Vineyard City updated its Development Standards and Design Specifications, last revised in 2017, to align with new Utah APWA standards and address City-specific infrastructure needs.
9.10. Amendment to Governing Documents for Utah City West PID Nos. 1-5 (Resolution 2025-70)
9.11. Vac Truck Purchase ($492,500.41) (Resolution 2025-58)

10. APPOINTMENTS/REMOVALS
10.1. The mayor, with the advice and consent of the council, will appoint members to various boards and commissions.
11. BUSINESS ITEMS
11.1. PUBLIC HEARING - Transportation Master Plan (Ordinance 2025-24)
Josh Gibbons, Hales Engineering, will present on the Vineyard Transportation Master Plan, the Transportation Impact Fee Facilities Plan (IFFP), and the supporting documents.
11.2. PUBLIC HEARING - Consolidated Fee Schedule Amendment (Resolution 2025- 61)
Treasurer Zack Adams will present amendments to the Consolidated Fee Schedule. The mayor and City Council will act to adopt (or deny) this request by resolution.
11.3. Vineyard Station Area Plan (Resolution 2025 - 67)
Adoption of Certified Station Area Plan - Planner Anthony Fletcher will present the Certified Vineyard Station Area Plan to the City Council.
11.4. DISCUSSION AND ACTION - Government Records Requests and Vineyard Municipal Code Title 3 Municipal Procedures
The mayor and city council will discuss Government Records Requests and Vineyard Municipal Code Title 3 Municipal Procedures and take appropriate action.
12. CLOSED SESSION
The Mayor and City Council pursuant to Utah Code 52-4-205 may vote to go into a closed session for the purpose of (these are just a few of the items listed, see Utah Code 52-4-205 for the entire list):
a discussion of the character, professional competence, or physical or mental health of an individual
b strategy sessions to discuss collective bargaining
c strategy sessions to discuss pending or reasonably imminent litigation
