EASTLAND SPECIAL SERVICE DISTRICT--Meeting Agenda Wednesday, December 10, 2025 at 6:00 PM MST At the Eastland Schoolhouse 1- Vote: Approval of previous meeting minutes (9/10/2025 meeting) 2- Public Comment: Time for citizens to address Board on matters not on the agenda. Comments should be limited to matters within the jurisdiction of the Board. If your comment concerns item on agenda please address the Board when that item comes up. Chair may limit the duration of each speaker to 3 minutes. Discussion Items 3-Update:DEQ IPS Report-15 points DBP (disinfectant byproducts Q3) sample missed-Janet 4- Update: Asset and Investment Survey (done and approved). Kay update on River Canyon Wireless rental rate. Nancy update on off peak power usage-Janet 5-Update: Wiring for generator (125 points by 12/30/25 if not done) DWB Authorization Letter & Agreement. Other items required are Asset Management Plan (done and approved), transfer switch bid, and community informed email (done)-Janet and RUWA 6-Update-ESSD Water Rights (300 ac ft permanent rights from San Juan Water Conservancy District). Total cost= $335-- Regional office made its recommendation to the Salt Lake Office re change app, currently reviewing it, they will be the office to mail out the decision. -Janet 7- Update: Water testing (PFAS and 5 other tests due end of December-done)-Test to finalize Operator License by end of December-Nancy (Zach ops license expires 12/31/25) Action Items 8-Discussion/Vote: 1) Dionne Lewis land sale/Transfer 2 tap rights to Walkers Vote form: 2) Land for sale -8 parcels (realtor asked if tap rights for sale) Discussion & Vote: ON 12/12/23 Minutes- Actions for system that is oversold-We do not want to do capacity study at this time as we have spent a lot of money this year on maintenance. Keep on agenda to discuss future actions. VOTE ON TAP SALES GOING FORWARD. 9-Discussion/Vote: Financials 2025 YTD/2026 Proposed Budget-Sell Backhoe? -Janet 10-Discussion/Vote: Kay and Gary terms expire end of 2025. Do they wish to re-up? -Janet 11-Discusion/Vote: Garbage Rates went up-Increase garbage rates, cancel, or go back to two week pickup-Kay/Janet 12- Discussion/Vote: Process to pursue seeking additional water source (liquid not paper) 1) from Colorado or 2) Drill new well -Gary/Chris Crowley/Kay/Jeremy Redshaw/ Janet 13-Vote: Designation of next meeting-March 11, 2026-(second Wednesdays/Quarter)-all 14-Vote: Adjournment-all
