1. Welcome a. Board Chairman Mark Nelson 3:36 p.m. Scott, Mark, Spencer, Lisa in person Erik Rowland and Gordon on line b. Approval of Minutes from September 8, 2025 Approve minutes from September 8th Approval: Scott Second: Spencer All in Favor 2. Review Financials a. Review of Finances and Check Detail - Jessica B Expecting another $441,000 between now and December 31, 2026 from TRT Everything in Red is good. Co-op is lower due to fewer grants, which creates a shortfall that is absorbed in other places, which will balance the budget. This was discussed in the September meeting. Revenue looks great Expenses ..: A few things are over budget but intentionally keep it that way until closer to the end of the year for next year's budgeting purposes. Talk about marketing budget with Mark since we pay an agency fee. Winter budget, all assets will be spent in 2025/2026 Marketing dollars have all been allocated for the rest of the year. Little bit over spent. Mark is asking about the budget for hosting the Utah Conference in the fall 2026 .How much will it cost to host? Conference in Bryce was approximately $35,000 which included activities for guests. Already $10,000 to reserve the space. Explained Love Communications and what they do for our office and advertising. Chamber revenue looks better than before. Some things over budget being that way for a reason as we approach closer to the end of the year. Jessica mentioned to Mark that he could market through us with the agency fee we pay. 927 and below, allocated b. 2026 Draft Budget 2026 projected budget. See the P & L Question asked, do we get a forecast from hospitality to help figure out projected Budgets. Not in the budget at this time to get the program to do forecasting. Down the line it possibly will be needed. Currently will need to call hotels/resorts individually. More difficult to do. Locations aren't opt to give out that information. 3. Tourism Update a. Tourism Indicators - Emailed b. TRT Training HB 456 TRT state increase .75 % How it helps in Wasatch County, opens some extra spending for Visitor Center, Museums, parks, and Rec, trails, transit, parking, and airports. Will not spend on the Airport since the County does not own it. Heber has a parking problem. Transit can lead to something positive for the community. Work with the TAB board. To make recommendations to City Council Free to make it worth it. The challenge with the TRT fund reserves is low. Not a lot of room with TRT. Reserve for a few more years and then do the projects? Discussion to be made with the County the Council. 4.50% Wasatch County TRT Rate, 44% Establishing and Promoting, 56 % project 4. Director Reports / Group Discussion a. Economic Development i. Discussion on local needs 'Fireflies' Visitor Economy: How can it help solve local problems? Can bring a lot of money into the community. What is good for our Resident, is good for our visitor. Build for the residents, not through the visitor. Story, fireflies started going away due to the growth of the community. Visitor economy, lets Invest in the food, turn off the lights, how to help the fireflies come back. What is the 'firefly' issue in the valley? Transportation, parking .. what should we help solve? Is it affordable housing? What can we be advocates for? Great example from Mark with the train, with development in the route the RR takes. Help the residents to make it a better place for us. How to work local discounts? Slopes wants to make sure the residents have access and able to use property. What is it to love about Heber? Residents don't 'love' Heber? How do we get the locals to 'love' Heber again. People need to understand the trade off. Tourism brings the money to the valley and it goes into things such as the trails and parks. Growth is going to happen but are we improving the value for the resident. Study will tell us what our 'Firefly' is ii. Winter Season Opportunities - Ice Castles not coming back 25/26 calendar year Where can Economic apply funds to. $92,000 some to market differently, such as adding more lights town square A little late, but a Winter Market would be great to apply funds to. How to draw people into town after doing an activity. Ice Sculpture theme? One Park, throughout the parks? Make a competition out of it. Midway Downtown Assessment Study zoning in Midway.
