1. CALL MEETING TO ORDER. Mayor Dennis Sweat called the meeting to order at 6:30 p.m. 2. ROLL CALL Mayor Dennis Sweat Councilmember Radine Murphy Councilmember Darlene Trammell Councilmember Brandon Grossman City Administrator Glenn Wadsworth City Attorney Spencer Call Clerk/Recorder Liliana Soriano City Treasurer Sasha Palafox EXCUSED: Councilmember Manuel Carrillo, Councilmember Adam Palafox 3. PLEDGE OF ALLEGIANCE. Councilmember Brandon Grossman led the Pledge of Allegiance. 4. APPROVE OR AMEND SPECIAL COUNCIL MEETING MINUTES OF SEPTEMBER 30, 2025 PERTAINING TO BID OPENING OF MORIAH AVENUE. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve the special council meeting minutes of September 30th, 2025, pertaining to the bid opening of Moriah Avenue. All in favor, aye, Motion passed. 5. APPROVE OR AMEND REGULAR COUNCIL MEETING MINUTES OF OCTOBER 01, 2025. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Radine Murphy, to approve the regular council meeting minutes of October 01, 2025. All in favor, aye, Motion passed. 6. APPROVE OR AMEND SPECIAL COUNCIL MEETING MINUTES OF OCTOBER 07, 2025 AWARDING BID TO STAKER ON MORIAH AVENUE. DECISION. Motion made by Councilmember Radine Murphy, seconded by Councilmember Darlene Trammell, to approve special council meeting minutes of October 07, 2025, awarding bid to Staker on Moriah Avenue. All in favor, aye. Motion passed. 7. WENDOVER PREVENTION GROUP/TCHD - YOUTH RECOGNITION AWARD DEEANNA CROASMUN; GIOVANNI DURAN - WENDOVER HIGH SCHOOL. Prevention specialist Deeanna Croasmun informed the council student was unable to be present to the meeting. 8. DEPARTMENT UPDATES: A) POLICE DEPARTMENT - MICHAEL CONNIN Police Administrator Michael Connin went over stats and informed the city council that the police department is very active and participates in community events, and they are the first ones to respond to 911 calls; sometimes they are even there before state troopers arrive at the scene. Connin awarded police officer Roberton for his bravery for going above and beyond in his duty. B) FIRE DEPARTMENT - KEN QUIRK Fire Chief Ken Quirk gave the stats report and informed the council that the roof at the Fire Station has been completed, and asked the city council if the next project can be the sidewalk at the fire station fixed. Mayor Dennis Sweat asked the City Clerk to add to the agenda for next month. Quirk also informed the council that he has also been participating in community events and the health fairs. 9. APPROVE OR DISAPPROVE REQUEST FOR SIX HUNDRED DOLLARS ($600.00) FOR THE FREE COMMUNITY THANKSGIVING DINNER.WENDOVER PREVENTION GROUP DEEANNA CROASMUN. FUNDING TO BE FROM ACCOUNT 10-9050 MISCELLANEOUS. DECISION. Motion made by Councilmember Radine Murphy, seconded by Councilmember Darlene Trammell, to approve the request of six hundred Dollars ($600.00) for the free community Thanksgiving dinner. Wendover Prevention Group, Deeanna Croasmun. Funding to be from the account 10-9050 miscellaneous account. All in favor, aye. Motion passed. Roll Call: Councilmember Radine Murphy, Aye, Councilmember Darlene Trammell. Aye, Councilmember Brandon Grossman, Aye, All in favor, aye. Motion passed. 10. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES. No comments. 11. APPROVE OR DISAPPROVE DONATION OF THE COMMUNITY CENTER FOR THE WEST WENDOVER RECREATION DISTRICT ANNUAL CHRISTMAS FESTIVAL FROM SATURDAY NOVEMBER 29, 2025 THROUGH FRIDAY DECEMBER 12, 2025. DECISION. Motion made by Councilmember Darlene Trammell, seconded by Councilmember Brandon Grossman, to approve donation of the community center for the West Wendover recreation District annual Christmas festival from Saturday, November 29, 2025, through Friday, December 12, 2025. All in favor, aye. Motion passed. 12. DISCUSSION PERTAINING TO THE WENDOVER CITY WEBSITE AND MATTERS RELATED THERETO. City Treasurer Sasha Palafox informed the city council that the old City Clerk, Moriah Murphy, has reached out regarding making improvements on the city website. Moriah is now working as a website designer and is interested in making modifications to the old city website for a fee of $50.00 an hour. Mayor Dennis agrees that the city needs a new website to represent the City of Wendover. Councilmember Brandon Grossman asked if the city has looked for other web designers. City Treasurer Sasha responded that the city office has not looked at other options at the moment. Motion was made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to table line 12 until next month. Councilmember Radine Murphy abstained from voting. All in favor, aye motion passed. 13. CLARIFICATION PERTAINING TO THE EMPLOYEE BOOT ALLOWANCE. DECISION. Motion made by Councilmember Darlene Trammell, seconded by Councilmember Brandon Grossman, to approve and clarify that the two hundred dollars ($200.00) allowance is just for boots, and for nothing else but boots. CLARIFICATION PERTAINING TO THE PURCHASE OF THREE (3) OFFICE CHAIRS. DECISION. No longer needed. 15. APPROVE OR DISAPPROVE BUSINESS LICENSE APPLICATION. DECISION. TANNER MOORE - AIR BNB City Clerk Liliana Soriano informed the City Council that the city does not have an ordinance on Airbnb's the new owner had all documents submitted, and a fire inspection was completed. Liliana stayed there are more Airbnb's in town, but this one is the first one that actually came to get a city license to conduct business here in Wendover. City Attorney Spencer Call informed the council that it is ok to approve a new business license for Tanner Moore. Spencer will look into other city ordinances and create one that suits Wendover. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve a new business license for Tanner Moore -Airbnb. All in favor, aye, Motion passed DEBANHIS NAIL SALON - ALEYSHAL CORNEJO JERNANDEZ Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve a new business license for Debanhis Nail Salon -Aleysha L Cornejo Hernandez. All in favor, aye, Motion passed. DEBANHIS NAIL SALON -ANA TORRES Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve a new business license for Debanhis Nail Salon -Ana Torres. DEBANHIS NAIL SALON - DEBANHI SAUCEDO ALVAREZ Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve a new business license for Debanhis Nail Salon -Debanhi Saucedo Alvarez. All in favor, aye, Motion passed. HOLISTIC ALCHEMY AESTHETICS- ELIZABETH FLORES Motion made by Councilmember Brandon Grossman, seconded by Councilmember Radine Murphy, to approve a new business license for Holistic Alchemy Aesthetics- Elizabeth Flores. All in favor, aye, Motion passed. 16. UPDATE WITH RESPECT TO SACRED CIRCLE LORENA HORSE AND MATT JUDD. DISCUSSION. Josh Andreson asked the city council if Sacred Circle can have contact information for the person who handles building permits for the city. Mayor Dennis Sweat informed Josh that City Clerk Liliana Soriano is the person he is looking for, permits go through her, and she sends them to the building inspector. 17. APPROVE OR DISAPPROVE PRE-SCHEDULED COMMUNITY CENTER RENTAL DATES. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Darlene Trammell, to approve prescheduled community center rental dates. All in favor, aye, Motion passed. 18. MAYOR DENNIS SWEAT UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. No comment made. 19. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. No comment made. 20. CITY ATTORNEY, SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION. A) EXECUTE AGREEMENT BETWEEN THE CITY OF WENDOVER AND TOOELE COUNTY DEPT. OF AIRPORTS. City Attorney Spener Call informed the council that he is grateful that the city has cameras, and he would like to schedule training for the city council at the next city council meeting at 6:15 pm. Mayor Dennis Sweat asked City Clerk Liliana Soriano to add that to the next City Council meeting agenda. 21. UNFINISHED BUSINESS: Fire Chief Ken Quirk informed the council that there are a couple of businesses that are not responding to his emails and calls, and he asked the City Council to consider revoking their business licenses. City Clerk Liliana Soriano responded that they might have other jobs and might not know his phone number. If the council would like, she can reach out to the business and inform them that they are in violation for not completing the fire inspection, and that she was going to schedule the last opportunity inspection before they lose their city license. City Council and the Mayor agreed that a last attempt should be made to inform businesses of the violation. City Clerk Liliana also informed the council that she has spoken with Fire Chief Ken prior to the meeting, and that the business inspections are really behind. Liliana informed the council that, knowing that there are two fire inspectors, she had suggested to Fire Chief Ken Quirk that they could divide the town into two, and this way, more inspections could be completed. There is a total of 186 licenses issued, and she has only received around 50 inspections. 22. NEW BUSINESS: None. 23. EXECUTIVE MEETING. None. 24. NEXT SCHEDULED COUNCIL MEETING: DECEMBER 03, 2025 @ 6:30 P.M. DECISION. Motion made by Councilmember Brandon Grossman, seconded by Councilmember Radine Murphy, to approve the next scheduled council meeting on December 03, 2025, at 6:15 pm.
