Planning and Zoning Approved Minutes for November 5, 2025
The Planning commission met on Wednesday, November 5, 2025 at the public safety building located at 130 W. Main in Cleveland, Utah at 7:00 pm. Those present were commission members: Tyler Rowley on phone, Chairman Lowell Gardner, Dylan (DJ) Horrocks, and Nancy Livingston. Logan Ellis was absent. Council Member Kristen Vose was not in attendance.
Public attendees: Carl Sherman
The Meeting was called to order by Lowell Gardner at 7:04 pm.
Pledge was led by Chair Lowell Gardner.
Minutes: Dylan Horrocks made a motion to approve the minutes for Oct. 1, 2025. A second was made by Tyler Rowley. All were in favor, motion passed.
Public Comments: None
Item #1: Lucy and Carl Sherman have changed the brand and size of their modular home and need zoning approval for it.
Modular size is now 26' 8' x 68' and different brand. Setbacks are still within zoning requirements. Container will be 100 ft from back of house and more than 5 ft from rear and sides of property. Motion to approve zoning for the new modular and container made by Nancy Livingston. Second by Dylan Horrocks. All were in favor, motion passed. Their original zoning clearance paper will work since all setbacks are met.
Item #2: Dylan Horrocks wants to build a garage behind his house and needs zoning approval for a building permit.
The garage Dylan wants to build is one story with dimensions of 30' wide by 40' deep with a 12' wall located on the southside of the property. It will be 6 ft to 8 ft from the fence, 30 ft from house, and 60' from front setback, and 80 ft from back of property. Tyler Rowley made a motion to approve the zoning clearance for the garage. A second was made by Nancy Livingston. Dylan Horrocks abstained from voting. Majority of commission voted were in favor, motion passed.
Work Meeting
Item #3: Discussion/develop/approve/deny development of ordinance for motel units, cabins, and recreational vehicle courts.
Last month looked Orangeville's ordinance 11-11-25-3 G 18. Talked about lighting which needs to be adequate that does not interfere with surrounding property owners. In Ferron's ordinance, there is parking information that says no parking on street, all parking for court must be inside court in designated areas. For next month, we will go over next 2 sections of Orangeville's ordinance section 11-11-25-4 and 11-11-25-5 dealing with enforcement provisions and appeal rights.
Item #3: Adjourn Meeting: Dylan Horrocks made a motion to adjourn. Tyler Rowley seconded. All were in favor, meeting adjourned at 7:40 pm.
