TOWN OF JOSEPH 25 E 100 N MINUTES 11.6.2025 @ 7:00 PM PRESENT: Troy Campbell, Sue and Gene Gestring, Jared Campbell, Doug Nowell, Zac Kearney, Nikole Campbell, Haley Obray, Ty and Cody Sorensen, Steve Healey ABSENT: None PRAYER: Troy Campbell PLEDGE OF ALLEGIANCE MINUTES: Troy motioned to approve the minutes as read, Gene seconded. All were in favor. MAYOR UPDATES: -Town Council will be changed to Wednesday December 3rd instead of the 4th. The councilman dinner and decorating will also be held on the 3rd starting at 5:00 pm. The town party will be on the 15th of December. There will be cookies, milk, and Santa Claus. Jerry Howell is willing to be Santa. The Creche will start on the 4th. WATER: -Doug Smith is looking at purchasing Dale Uden's house. He, his wife, and son would like to purchase it and put another home on the 3 acres. They are asking for another water meter. The council said their obligation is to the people of the town. They are not giving any water meters to people outside of town limits unless they have water shares to trade. -Carl Pieper bought lots 3-307A-5 and 3-307A-4 between the Smiths and the Nowers residence. He would like to build homes on them. He is asking for water meters for both. Troy approved two water meters, one per property. Doug seconded the motion. -Ty and Cody Sorensen are requesting a water meter on parcel 2-J10-18, in town. They are building a home there. The water line is on the other side of the road, so they will be responsible for fixing the road if they have to go through it. Zac motioned to approve the water meter, and any additional fees that may arise to install it. Troy seconded the motion. PLANNING COMMISSION: -Doug and Troy went to a meeting with Kenzie Goodenough about flood planes. They found out that there is a permit that should be filled out when people are applying for a building permit because our town is in the flood plain. The Mayor wondered what the permit is actually for and if we actually have to have them fill it out. He would be interested in seeing if the County is doing it? -Dale Uden wants a conditional use permit. He would like to put a trailer behind his rental to live there one to two days a week because he is moving. It was brought up that there are several people that are living in their trailers and they don't have permits. The council said everyone needs to be following the same rules. Sue said the PC has already approved it for 2 years. -Trevor Peterson has been hired by the county as their code enforcer, along with other towns. The mayor asked the council if they would consider hiring him to help Joseph. The mayor said he will get in touch with him. CEMETERY: -Preston Parker would like to fix the dirt on his parents' lots. He is concerned about the dirt sloughing away. They are going to place the marker and wanted to fix it beforehand. The mayor gave permission, but asked him to be mindful of the roads and not drive too heavy of equipment on them. Troy motioned to adjourn, Doug seconded the motion. All were in favor.
