PUBLIC NOTICE is hereby given that this Ash Creek Special Service District Board will hold a public hearing and meeting on Tuesday, the 9th December 2025 at the Ash Creek Office Building at 1350 South Sand Hollow Road, Hurricane, Utah 84737 Commencing at 5:00 PM. 1. Call to order Nanette Billings 2. Kavyn Bringhurst Prayer & Pledge of Allegiance 3. Public comments: Public Participation (no action will be taken on any item until it is properly agendized). Citizens wishing to speak during public participation are asked to go to the podium, state their name for the record, and limit their comments to a minimum of three (3) minutes. 4. Board comments and declaration of conflicts of interest. 5. Discussion and approval of minutes from the October 23, 2025, meeting. 6. Aaron Anderson 10 minutes Report on District Master Plan progress. 7. Public Hearing 3 min/person a. The meeting will be open to the public for comments on the amended 2025 and the proposed 2026 budgets b. A resolution of the administrative control board of Ash Creek Special Service District approving and adopting: (1) 'sewer system master plan-November 2025', (2) 'sewer impact fee facilities plan- November 2025', (3) 'sewer impact fee analysis -November, 2025', together with the 'Ash Creek Special Service District - November 2025 impact fee schedule. 8. Fay Reber 20 minutes a. Consideration and adoption of a resolution amending the 2025 budget b. Consideration and adoption of a resolution adopting the 2026 budget. c. consideration and adoption of a resolution of of the administrative control board of Ash Creek Special Service District approving and adopting: (1) 'sewer system master plan-November 2025', (2) 'sewer impact fee facilities plan- November 2025', (3) 'sewer impact fee analysis -November, 2025', together with the 'Ash Creek Special Service District - November 2025 impact fee schedule. d. Discussion of other legal matters. 9. Michael Chandler 20 minutes a. Discussion and possible motion approving a lot split for Howard Woods. b. Discussion and possible motion approving District superintendent employment agreement. c. Superintendent's report on other operational matters.
