- NOTICE OF PUBLIC HEARING Notice is hereby given that a Public Hearing will be held Wednesday, December 10, 2025 at 11:30 AM in the Rich County Courthouse, 20 S. Main Street in Randolph. The Rich County Board of Commissioners is considering adopting the Water Use and Conservation Element of the Rich County General Plan. A copy of this proposed provisions can be obtained by contacting the Rich County Clerk, Anneliesa Peart at (435) 793-2415. The Rich County Planning and Zoning Commission has recommended to the Rich County Commission that the county adopt a water-use and conservation element to the General Plan, as required by state code. The water element provides guidance on water-saving measures across the county. The Board of Commissioners is soliciting the public's comments on the proposed provisions. Those attending the hearing will be invited to provide their input. Those wishing to comment, but who are unable to attend the hearing may also submit written comments to the Rich County Clerk prior to the hearing.
