Cannonville Town Council Meeting Minutes
NOVEMBER 2025
Cannonvillle town held their regular Monthly Board Meeting Wednesday, November 19, 2025, in the town Hall. The meeting began at 6:00pm.
Public in Attendance: Cherie Scoffield, Erik McDonald, Anita Fletcher, Arjean Ivie, Mark Nelson, Jeanee Shakespeare, Jean Hall, Steve & Cassie Willis, Marty Rich, Holly Baugh, Quinn Willis, Chelsea & Bradyn Nielson, & Shantel Manning

Reading and Approval of Agenda: The agenda was read and adopted. Motion by Alma Fletcher, 2nd by Stewart Ivie, all were in favor.
Reading and Approval of minutes: October 15, 2025, town council minutes were reviewed and approved, Motion to approve was by Stewart Ivie, 2nd by Melanie Ott, all were in favor.
Mayor's Items
-Mayor Scoffield congratulated the newly elected town council members, Davis Kendrick & Landyn Brinkerhoff
-Kimball & Roberts audit team pointed out that a fee schedule should be developed each year, reviewed and adopted in the January meeting. The was a discussion about changing the fees, especially with the kitchen rental. Cherie Scoffield suggested a cleaning fee rebate be awarded when the kitchen was left clean.
-The Town Holiday Party has been scheduled for December 10th at the Clear Skies Resort.
-The Mayor asked for a motion to transition to a public forum for a couple of items. Motion to approve by John Morreale, 2nd by Alma Fletcher all in favor. Two items were reviewed.
1. Mayor Scoffield indicated the water conservation plan developed by Sunrise Engineering needed to be reviewed and adopted by resolution. He summarized the plan that included available water rights, programs needed to conserve and the general awareness needed by the public in managing this resource. It was adoped and signed by members of the town council.
2. As required by law, the public needed to review the recent election results for the town and sign a document that the vote had been 'canvassed.' Mayor Scoffield mentioned that state requires a spreadsheet listing every ballot by number and the vote that individual had cast, no names, just ballot number. The canvass documents were then signed by the town council to submit to the county to forward to the state by November 19th.
A motion was then made to return from the public forum to the town council mtg by Stewart Ivie, 2nd Melanie Ott, all approved.
Public Comment:
-Discussion was then opened to the public. Cherie Scoffield indicated the America 250 committee would transition from the Town Holiday Party committee to the America 250 Committee in December.
-Before going forward, Mayor Scoffield outlined some SITLA legislation that had passed in the Natural Resource sub-committee that day. This bill was sponsored by representative Albrecht. Commissioner Pollock, Michelle Mckonkie from SITLA among others negotiated the bill. It allows the counties to designate areas that are 'culturally and scientifically significant' as areas held in negation by the county for either trade, or purchase by the county, or to be held by SITLA as a 'No Sale' type property.
-Holly Baugh continued to discuss the ramifications of the FA+R project going forward. She indicated that the bill would then go to the House and the Senate for approval and that would probably happen in the 2026 legislative session. This process essentially lets SITLA know that the town/county is serious about protecting these special areas like Promise Rock and Representative Albrecht also thought or indicated that SITLA would put the Promise Rock proposition on hold.
-Mayor Scoffield wasn't completely sure what should happen next but would send a letter to the FA+R development team indicating the town would need to move forward cautiously in view of the possible outcome from SITLA and the legislation.
-Ms Jeanee Shakespeare mentioned she would like to see more data about water revenues, and the projected impact of the FA+R project may have on the town. Council agreed that could happen.
-An after the fact building permit was signed for the Marshall Thompson property. The town council did not approve their request for the three setback variances for the two new metal structures they recently erected without county building permits.
Departmental Reports:
Planning: Mayor Scoffield, who had attended the planning meeting in Pete Jensen absence, indicated the Geo Thompson house plans, water, septic and info had been reviewed, including setbacks, and recommended approval. Motion to approved was voiced by Mayor Scoffield, 2nd by John Morreale, all approved. The building permit was then signed by the town council.
Water: Mayor Scoffield took a few minutes to summarize again what the FA+R development team were asking. Alma Fletcher's initial assessment and recommendation for a $3.5-4 million dollar upgrades was mentioned. Alma made a case for hiring qualified people in the town moving forward and giving them appropriate wages to live and work in Cannonville. Projects like the FA+R would generated that kind of revenue to support the growth.
Fire: Nothing New
Roads: Nothing new.
Parks: Decorate the park day is 11/22 at 10am. The lighting party is 11/19 beginning at 5:00pm
