ORDINANCE NO. O-50-2025 AN ORDINANCE OF EAGLE MOUNTAIN CITY, UTAH, ADOPTING THE WATER USE AND PRESERVATION ELEMENT AS AN APPENDIX TO THE 2018 EAGLE MOUNTAIN CITY GENERAL PLAN PREAMBLE WHEREAS, Utah Code §10-20-404 requires municipalities to adopt a water use and preservation plan addressing water demand, infrastructure impacts, opportunities for conservation, and the elimination of practices that waste water; and WHEREAS, Eagle Mountain City has worked with Bowen Collins and Associates over several months to prepare the Water Use and Preservation Element to meet these statutory requirements and guide future water-related decisionmaking; and WHEREAS, the Planning Commission reviewed the proposed document and recommended approval subject to revisions addressing updated population projections, clarification of infrastructure and Great Salt Lake impacts, and clarification regarding water sources acquired by residential developers -- all of which have been incorporated into the final draft; and WHEREAS, Utah Code §10-20-404 requires adoption of a water use and preservation plan by December 31, 2025, and the City intends to integrate this document into the comprehensive General Plan update scheduled for completion in 2026. BE IT ORDAINED by the City Council of Eagle Mountain City, Utah: 1. The Water Use and Preservation Element is hereby adopted as an appendix to the 2018 Eagle Mountain City General Plan until the completion of the City's full General Plan update in 2026. 2. The adopted document is incorporated herein by reference as Exhibit A. 3. This Ordinance shall take effect upon its first posting or publication. ADOPTED by the City Council of Eagle Mountain City, Utah, this 18th day of November, 2025. EAGLE MOUNTAIN CITY, UTAH
