Minutes of Town Board Public Hearing and Regular Meeting
Held October 16, 2025
The meetings were held at the Oak City Town Hall in the Conference Room beginning at 7:30 p.m.

The Public Hearing began with an Invocation given by Copeland.
The Purpose of the Public Hearing was to take public comment on the proposed Ordinance 2025-03 amending the official Oak City Town Zoning Map and Oak City Town Code, Chapter 155: Zoning, to Reflect the addition of a 0.5-acre Rural Residential Zone and Change the Designations form RR-1 to RR-.4, etc. to be More Easily Understood. The Mayor stated that this is something the Town Council has been working on for a while. One of the general plans suggested the addition and the Planning and Zoning Commission voted to recommend that the Council approve the amendment. Everything that is already in existence will stay as is. Tom agreed that all existing .4-acre lots should stay as is but he would like to go with bigger lots from now on. Linda stated that if the lots are smaller, the homes are smaller. Tom stated that those building on a lot ought to build according to what fits on the lot, thus not having to try for a variance. Tom felt that the bigger lots would take away any need for variances. Bigger lots will also allow for the parking of vehicles on the property owners lot rather than in the frontage area.
The Mayor stated that the adoption of the Ordinance will just add the option of a .5-acre lot. Julie McLaws felt that if the smaller lots were allowed, you would probably see more lots available for sale.
Kirt asked, if someone wants to put a house on a smaller lot that won't accommodate the house correctly, don't they have to apply for a variance which could be denied? Yes, that is correct. Tom felt that the party that received a variance awhile ago, would not be too happy if the party that lives behind them were to put in a pig pen right behind them as the variance would place them very close to the property line.
The Mayor stated that the Town is also going to be changing the zoning designations in order to make things a little more understandable. He showed the zoning map and where the zones will be located.
The Mayor adjourned the Public Hearing at 8:05 p.m.
The Regular Town Board Regular Meeting began at 8:06 p.m.
The same parties were in attendance except Janet Lindquist arrived at 9:00 p.m.

A. Adopt Agenda. Karen stated that the October 2, 2025 Town Board Special Meeting Minutes were ready for adoption if the Council so desired. The adoption of these Minutes was added to agenda item

Adopt Minutes of Town Board Special Meeting held October 2, 2025

C. Discuss if There Is a Town Ordinance Pertaining to Homeowner Upkeep Standards-Janet Lindquist. Janet lives on 200 East and there are homes that are being rented up there, some not lived in, and the yards look pretty bad. The Mayor mentioned that the homes are being lived in and he believes that the homes are in the process of being purchased. She was wondering if there is something that can be done. Kirt wondered if there are any ordinances that address this. The Mayor mentioned that there is one ordinance that refers to not parking junk cars in the Town frontage. These kinds of ordinances are hard to enforce. Tom pointed out that everyone wants the freedom to do what they want with their property. Maybe they could get together as a neighborhood and do some yard clean up. If permission was received from a property owner, maybe the youth groups in town could do some clean up.
Janet stated that there is a dog in the neighborhood that chases people and barks all the time.
D. Discuss Homecoming Shirts for 2026 Oak City Days-Linda Payne. Tom stated that Oak City Days lost revenue in several departments last year. Not just the shirts. Linda stated that she had to order a certain number of shirts to meet the minimum order requirements. She and the Council went over this year's t-shirt sales totals. It looks like the t-shirt sales were $1,830.00 in the red. Linda felt that there was enough inventory left over to make up the loss on the t-shirts. Could raise the prices a little if desired. The area that lost the most money was the long women's long-sleeved shirts. The didn't sell well and $500.00 was lost on those. Will try to sell them at Heart and Soul. Sold a lot of shirts through them last year. Could discount the leftover 5 K shirts in order to see if they would sell better. Linda pointed out that there were extra hoodies ordered by mistake. Hopefully they will still sell. Linda has already purchased women's long-sleeved shirts for next year as she had waited 12 months to get them and was finally able to purchase them. The shirts that didn't sell last year are pretty much gone now. Linda is planning on streamlining more this next year. Thinking of just purchasing enough shirts to match the number of shirts that were actually sold this year. The Council liked this idea.
Linda pointed out that she thinks the Town lost some money through Venmo. She hadn't noticed that some of the Venmo payments were not going through. Possibly because her t-shirt booth was located so far away from the Venmo Hotspot. She also thought it would work better if the Venmo payments were split between the dinner and the t-shirts instead of all the payments going into one account. Nick Bauman said when using Venmo, always make sure the payment was confirmed.
The Mayor said that he really likes the shirts that have a unique to Oak City saying on them instead of just mass-produced shirts. Linda stated that next year's shirts will have unique Oak City sayings.
Kirt wondered if it might be good to just sell the old shirts next year and not buy any new ones. Linda felt that this would cause a shirt shortage. Many people would go away disappointed as there wouldn't be enough shirts. Tom and Kirt felt that this might be good as it would create more interest in getting the limited shirts. However, it would mean the inventory would be pretty low.
Karen thanked Linda for all the work she puts into the t-shirt sells. The Mayor told Linda to work directly with Mayor-Elect Kirt Dutson from now on.

F. Adopt Resolution 2025-08 Clarifying the standards and Rules of Order for the Oak City Town Council-Addition of Town Treasurer Duties. The Mayor pointed out that the Council, in a previous meeting, agreed to add language in the Resolution addressing Courtney Finlinson's duties but it had not been adopted by resolution.
Tom moved, seconded by Copeland to adopt Resolution 2025-08. Roll Call Vote: Mayor- Callister-Aye. Dave-Absent. Tom-Aye. Jared-Absent. Copeland-Aye.
G. Public Comment. There was no public comment.
H. Monthly Financial Report. The Financial Report was Read and Approved by Board Action. The Mayor reported that the Financial Report didn't include the delinquent list. He will get with Courtney Finlinson, Town Treasurer, to see why it wasn't included. There are a couple of delinquent parties that have made substantial payments.
I. Departmental Reports.
Copeland Anderson.
Copeland had no report.
Jared Rawlinson.
Jared was not in attendance but he had reported to the Mayor that Precision Concrete was going to come and do some of the worst sidewalks. Precision Concrete grinds down the raised sections of sidewalk so that there isn't a lip that could be a tripping hazard.
Tom Nielson.
Fixed two breaks in a water line and fixed one that was busted when the digging was done on the electrical work in the cul-de-sac at 40 East 200 North.
Looked at Dry Creek. It looks good.
Checked on the Springs. Need to talk to the cattlemen as the troughs up there are overflowing. He will talk to them.
There is water running at Lower Quakie all the time. It comes from a pretty difficult place to get to. There is either a broken water line or it could be another spring which should be added to the Town
water system. It puts out quite a stream of water. Will check into this.
The Mayor stated that the inside of the water tanks need to be recoated. Also, there are animals getting underneath the original metal tank. We're not sure if there was ever a cement pad or just compacted ground. Going to have a Structural Engineer from Jones and DeMille, Wyatt Hansen, come look at where they are getting in and give us a recommendation on sealing the base of the tank where it is in contact with the ground. Then will look at lining the tanks.
Only had to turn on the Well once this Summer.

Outages:
No outages to report for October.
Operations and Actions:
1. Dixie Power and Sagers Excavation replaced aging direct-buried secondary cables with cable in conduit in the cul-de-sac at 40 East 200 North. This involved cutting asphalt and excavating in the road. Dixie also replaced two pad-mount transformers as part of this project to upgrade service to 8 customers.
2. Dixie Power made final connections to Dylan Finlinson's new home.
3. Russ Dewsnup of D&R Repair reported an unusually high electric bill. The meter had malfunctioning digits on the display. Changed the meter and adjusted the bill.
4. Ordered a 6-month trial demonstration of the Vision Metering AMI System. This included 24 meters, software, and the gateway equipment.
5. On the August 2025 Utah Municipal Power Systems (UAMPS) billing, Oak City had net energy delivery of 379,186 kWh. Total cost/kWh was $0.05593. the total bill was $21,207.81. Purchase price was below required operating margin, so no Power Cost Adjustment was ordered for the September billing.
Meetings Attended:
10-06 Met at Town Hall with Wid Ritchie of Vision Metering about their AMI system. Mayor Callister
and Ben Nielson, Oak City Town Public Works Specialist, also attended.
10/07 Spoke by phone with Clark Crook, Morgan City Power superintendent about their experience with
Vision Metering AMI. He gave a favorable recommendation.
10/13 Attended UAMPS Monthly Project and Board Meeting in Salt Lake City.
10/14 Attended UAMPS Board Meetings in SLC and travelled to 2 days of extended meetings in Fresno,
CA., regarding Electronic Day Ahead Marketing (EDAM), a tour pf the EDAM Control Center, and
strategy sessions.
Dave plans on doing UAMPS for a couple more years, then will need to look at replacing him.
J. Miscellaneous.
Mayor Callister.
Got new chain link gate locks for the pickle ball court.
Had a husband and wife call about their neighbors parking junk cars across the street. The Mayor will talk to the offenders.
Still working on issues he wants to have done before his term as Mayor is done.
Micklane Farmer, from Jones and DeMille that the Mayor talked to about the Town roads, said that the grant opened up sooner than he thought so he went ahead and applied for the funding for the Town to do a transportation plan.
Talked to the Town attorney about some issues and he is thinking of retiring.
The Planning and Zoning Commission did not have a meeting last night due to lack of a quorum. Jess Peterson R6, had put together a sample annexation ordinance and annexation application sample. The Mayor will send them to the Planning and Zoning Commission members and Kirt.
