PRESENTATIONS:
1. FORMAL RECOGNITION OF CLEARFIELD CITY BECOMING A JUSTSERVE PARTICIPANT
PUBLIC HEARINGS:
2. RECEIVE PUBLIC COMMENT ON A PROPOSED ZONING TEXT AMENDMENT TO ADD 'TRAILER SALES' AS A PERMITTED USE IN THE TOWN MIXED COMMERCE DISTRICT (TC ZONE) WITH DEVELOPMENT STANDARDS
BACKGROUND: Pursuant to the Municipal Land Use, Development, and Management Act (LUDMA), the City adopted the Downtown Form-Based Code (FBC) in 2020. The FBC established several zoning districts, including the TC Zone, which has never listed 'Trailer Sales' as a permitted use. It does, however, allow Motor Vehicle Sales with development standards. Following discussions with various parties, the Council directed staff to initiate a text amendment to add 'Trailer Sales' as a permitted use in the TC Zone, subject to development standards.
RECOMMENDATION: Receive public comment.
3. RECEIVE PUBLIC COMMENT ON THE ADOPTION OF A WATER USE AND PRESERVATION PLAN TO THE CITY'S GENERAL PLAN IN ACCORDANCE WITH UTAH STATE CODE REQUIREMENTS
BACKGROUND: Recent changes to Utah Code Ann. §10-20-401 have necessitated an amendment of the City's General Plan to include a water use and preservation element that complies with §10-20-404 and §73-10-32 by December 31, 2025. The City was awarded a grant by the State of Utah Department of Natural Resources Division of Water Resources to complete the plan, and FFKR Architects was hired as consultant.
RECOMMENDATION: Receive public comment.
4. RECEIVE PUBLIC COMMENT ON A PROPOSED ZONING TEXT AMENDMENT TO PERMIT DETACHED ACCESSORY DWELLING UNITS (DADUs) IN SELECT ZONES AND TO ADOPT DADU DEVELOPMENT STANDARDS
BACKGROUND: After adopting an Internal Accessory Dwelling Unit ordinance in September of 2021, Staff was tasked with creating an ordinance for Detached Accessory Dwelling Units (DADUs) that would align with the City's Moderate Income Housing Plan strategy to reduce regulations related to detached accessory dwelling units in residential zones. After several meetings with the City Council and Planning Commission and reviewing ordinances from various surrounding cities, two draft ordinances have been created for the Council's consideration.
RECOMMENDATION: Receive public comment.

The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic relevant to city business. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at nancy.dean@clearfieldcity.org.
The Mayor and City Council encourage civil discourse for everyone who participates in the meeting.
6. CONSIDER APPROVAL OF ORDINANCE 2025-22 TO ADD 'TRAILER SALES' AS A PERMITTED USE IN THE TOWN MIXED COMMERCE DISTRICT (TC ZONE) WITH DEVELOPMENT STANDARDS
RECOMMENDATION: Approve Ordinance 2025-22 adding 'Trailer Sales' as a permitted use in the Town Mixed Commerce District (TC Zone) with development standards and authorize the mayor's signature to any necessary documents.
7. CONSIDER APPROVAL OF ORDINANCE 2025-23 AMENDING TITLE 11 OF THE CLEARFIELD CITY CODE INCORPORATING DETACHED ACCESSORY DWELLING UNITS AND DEVELOPMENT STANDARDS
RECOMMENDATION: Approve Ordinance 2025-23 amending Title 11 of the Clearfield City Code to incorporate Detached Accessory Dwelling Units and Development Standards and authorize the mayor's signature to any necessary documents.
8. CONSIDER APPROVAL OF ORDINANCE 2025-24 AMENDING TITLE 4 - BUSINESS AND LICENSE REGULATIONS
BACKGROUND: Staff has prepared a series of updates to Title 4 - Business and License Regulations to ensure alignment with recent state legislation, to modernize existing code language, and improve clarity and consistency across the chapters. These updates are intended to ensure the City's business licensing regulations remain up to date, legally compliant, and reflective of current practices.
RECOMMENDATION: Approve Ordinance 2025-24 amending Title 4 - Business and License Regulations and authorize the mayor's signature to any necessary documents.
9. CONSIDER APPROVAL OF ORDINANCE 2025-25 ADOPTING THE WATER USE AND PRESERVATION PLAN ELEMENT TO THE CITY'S GENERAL PLAN
RECOMMENDATION: Approve Ordinance 2025-25 adopting the Water Use and Preservation Plan element to the City's General Plan and authorize the mayor's signature to any necessary documents.
10. CONSIDER APPROVAL OF RESOLUTION 2025R-14 AUTHORIZING AN AMENDMENT TO THE INTERLOCAL COOPERATION TRANSPORTATION PROJECT REIMBURSEMENT AGREEMENT WITH DAVIS COUNTY TO RECEIVE 3RD QUARTER SALES TAX FOR THE 500 WEST EXTENSION PROJECT FUNDING
RECOMMENDATION: Approve Resolution 2025R-14 authorizing Amendment No. 1 to the Interlocal Cooperation Transportation Project Reimbursement Agreement to receive third quarter sales tax and authorize the mayor's signature to any necessary documents.
