The Utah Board of Oil, Gas and Mining meets on Wednesday, December 3, at 9 a.m. at the Department of Natural Resources building at 1594 West North Temple in Salt Lake City. The meeting will be streamed live on the Department of Natural Resources YouTube channel at https://www.youtube.com/live/YjEoegjTIrg. Division of Oil, Gas and Mining staff will conduct a briefing session at 9 a.m. 1. Class VI Primacy Update 2. Approval of the proposed 2026 board hearing schedule 3. Other 4. Next month's agenda and division calendar 5. Opportunity for public comment 6. Discussion of the oil and gas bonding rule after the conclusion of the formal matters, with scheduled speakers to be determined. The Board will hear the following matters as soon as the briefing session concludes: 1. Docket No. 2025-049 Cause No. 132-81 - In the Matter of the Request for Agency Action of SM Energy Companyfor an order pooling all interests including the compulsory pooling of the interests of certain non-consenting and unknown owners, within a 1,920-acre (or substantial equivalent) drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch (Colton) formations, comprised of Sections 19, 30 and 31, Township 2 South, Range 1 West, U.S.M., Duchesne County, Utah. (This matter has been continued until the January 21, 2026, hearing examiner proceeding and January 28, 2026, board hearing.) 2. Docket No. 2025-050 Cause No. 132-82 - In the Matter of the Request for Agency Action of SM Energy Company for an order pooling all interests including the compulsory pooling of the interests of certain non-consenting and unknown owners, within a 1,280-acre (or substantial equivalent) drilling unit established for the production of oil, gas and associated hydrocarbons from the Lower Green River-Wasatch(Colton) formations, comprised of Sections 30 and 31, Township 2 South, Range1 West, U.S.M., Duchesne County, Utah. (This matter has been continued until the January 21, 2026, hearing examiner proceeding and January 28, 2026, board hearing.) 3. Docket No. 2025-041 Cause No.134-03 - In the Matter of the Request for Agency Action of WEM OPERATING, LLC for an emergency order authorizing the flaring of gas in excess of the amounts allowed under Utah Administrative Code Rule R649-3-20 from the: (I)Arabian 44-4-18-17-7H Well; (II) Walker 4-4-7-8-1H Well; (III) Shire4-5-12-11-2H Well; and (IV) Clydesdale 4-5-13-14-8H Well, all with a surface location in Lot 1, Section 18, T4S, R4W, U.S.M, Duchesne County, Utah. (Petitioner to provide updates on: (a) gas volumes flared from subject wells between September 24, 2025 and December 3, 2025; (b) status of the Ross Pad and/or WEM's other gas infrastructure efforts in the area of the subject wells; and (c) show cause as to why the Board should not impose applicable penalties for the flaring of gas from the wells in excess of authorized amounts.) 4. Docket No. 2025-046 Cause No. 199-11 -In the Matter of the Request for Agency Action of WALTER S. FEES, JR. AND SON OIL & GAS for an order requiring an accounting and payment of proceeds from ARB Energy Utah, LLC. 5. Docket No. 2025-056 Cause No. 470-22-In the Matter of the Request for Agency Action of FINLEY RESOURCES INC. for anorder amending the Board's order entered in Cause No. 470-05 to: (1) modify and enlarge the stratigraphic definition of the spaced interval by 100 feet; (2) clarify inter-well setbacks applicable to the long lateral horizontal well drilling units established there under; and (3) expand the allowable distance from either side of the common boundary line of the two long lateral horizontal well drilling units comprising the drilling units for internal drilling unit boundary wells to 330 feet, pertaining to Sections 13 through 16, 21 through 27, and 34 through 36, Township 4 South, Range 1 East, U.S.M., Uintah County,Utah. 6. Docket No. 2025-057 Cause No. 130-44-In the Matter of the Request for Agency Action of FOURPOINT RESOURCES, LLC for an order establishing overlapping lay-down (horizontal) 1,920-acre (or substantial equivalent) drilling units for extra-long lateral horizontal wells for the production of oil, gas and hydrocarbons from the Lower Green River-Wasatch formations comprised of Sections 1 through 3, and 4 through 6, respectively, all in Township 3 South, Range 3 West, U.S.M., Duchesne County, Utah, with certain caveats relating to existing wells thereon. 7. Docket No. 2025-058 Cause No. 470-23-In the Matter of the Request for Agency Action of UINTA WAX OPERATING, LLC for an order partially amending the Board's orders in Cause Nos. 139-84, 139-106, 139-135,139-143, 139-154, and 139-157 (1) establishing: (a) 20 overlapping, stand-up 640-acre drilling units, (b) eight overlapping, stand-up 1,280-acre drilling units, (c) four overlapping, stand-up 1,920-acre drilling units, (d) twelve overlapping, stand-up 2,560-acre drilling unit boundary well drilling units, and (e) four overlapping, stand-up 3,480-acre drilling unit boundary well drilling units, each for the production of oil, gas, and associated hydrocarbons from the Green River and Wasatch formations, and (2) setting uniform boundary and interwell setbacks in Sections 8 - 36, Township 2 South, Range 1 East, U.S.M. and Sections 13, 24, 25, and 36, Township 2 South, Range 1 West, U.S.M., all in Uintah County, Utah.
