Heber City Canvass Report 2025 Certified Municipal General Election Results Notice is hereby given that the Board of Canvassers for Heber City has prepared a report of the election results for the Municipal General Election held on November 4, 2025. The Heber City Council acting as the Board of Canvassers met November 18, 2025, during the regular City Council Meeting to certify the election results. I, Trina N. Cooke, the duly appointed, qualified, and acting City Recorder for the City of Heber, hereby certify that the following is a true and correct copy of the election results. Candidates for Mayor: Official Totals and %: Heidi Franco* 2,263 53.01% - Elected D. Scott Phillips 2,006 46.99% - Eliminated Candidates for Two (2) City Council Member Seats: Official Totals and %: Yvonne M Barney* 2,108 26.79% - Elected Morgan Murdock* 2,105 26.75% - Elected Corey Noyes 1,865 23.70% - Eliminated Nick Lopez 1,791 22.76% - Eliminated *Successfully elected to the office of Heber City Mayor and two City Council Member seats. The Board of Canvassers for Heber City has prepared a complete report of the election results for the Heber City Municipal General Election that can be found on the Heber City website www.heberut.gov, requested by email tcooke@heberut.gov, or by calling 435-657-7886.
