Ordinance Adoption
Notice is hereby given that, during the Regular City Council Meeting held November 18, 2025, the Heber City Council adopted Ordinance numbers 2025-25, 2025-28, and 2025-29. Ordinance 2025-25 approved an annexation known as the Bush Annexation. The Bush Annexation consists of 1.863 acres and is located at approximately 3490 N. Highway 40. Voting Yes: Council Members Cheatwood, Ostergaard, and Phillips. Voting No: Council Member Barney. Council Member Johnston had recused himself due to a conflict of interest. The motion passed 3-1. Ordinance 2025-28 adopted a Facilities Master Plan including capital facilities plans, impact fees written analysis, and impact fee enactment. Voting Yes: Council Members Barney, Cheatwood, Johnston, Ostergaard, and Phillips. Voting No: none. The motion passed 5-0. Ordinance 2025-29 adopted the water conservation element of the General Plan. Voting Yes: Council Members Cheatwood, Ostergaard, Johnston, and Phillips. Voting No: Council Member Barney. The motion passed 4-1.
